Eligibility :

A

BSNL empanelled contractors of category A1, A,B,C,D &E are eligible to participate in the NIT

B

(i)

The Contractors not empanelled by BSNL can also participate in the NIT. Such contractors should have valid A,B,C or D category contract license for civil works issued by the CPWD/ State PWD/Irrigation/Railway Departments etc. and must satisfy all other conditions stipulated in the Tender document. However, the offers of those Bidders will be entertained in cases where there is only one or no BSNL empanelled contractor in the section they have applied for, to encourage competition
  

(ii)

The Bidders not empanelled by BSNL must have executed laying of HDPE Pipe/PLB Duct/U.G Cable or laying of under ground utilities like GI/CI/RCC Hume pipe work worth of Rupees Ten Lakh or more during last 3 years. A Certificate to this effect, issued by an officer not below the rank of Executive Engineer/Divisional Engineer, should be enclosed, along with the BID document.

Each bidder can participate for Maximum two sections only.
  

D.

The contractors who have not completed the pending project works with them as on dt-10.06.2006 in the project organisation with in the permissible scheduled time, will not be eligible to participate in the tender.
  

E.

As the work is on top priority, the contractor should have his own excavator machine or the contractor should have to execute the work by excavator machine on lease. Hence, the contractor should have to produce the attested copy of ownership of machine/lease for hiring of machine in the bid document.

The cost of Tender Documents is Rs.563/-(Rupees five hundred sixty three only) including Taxes.
The Tender Document can be had on payment of Rs.563/-(Rupees five hundred sixty three only) in the form of DD/Pay order from any Scheduled/Nationalised Bank for Each set of BID DOCUMENT must be made in favour of "ACCOUNTS OFFICER, BSNL, MICROWAVE PROJECT, BHUBANESWAR payable at Bhubaneswar. If the Tender document is downloaded from the website a Demand Draft/ Pay Order has to be enclosed separately towards the cost of the tender document alongwith Bid Security.

From 05.06.2006 to 13.06.2006 (11.00 Hrs to 13.00 Hrs and 14.00Hrs to 16.00 Hrs) everyday except Sunday & Public holiday at the offices referred at Sl.3 above.

From 05.06.2006 to 14.06.2006 (11.00 Hrs. to 16.00 Hrs.) everyday except Sunday & Public holidays at the offices referred at Sl.3 above.
The bidders can also send BID documents by Regd. post to the D.E.Telecom, Microwave Project, Behind LIC office, Church Road, Berhampur(Gm)-760001, well in advance to be received with in scheduled date & time. The undersigned will not be held responsible for any delay or missing of tender documents in transit.

At 11.30 Hrs. of 15.06.2006 at the Office of the Dy.General Manager, Microwave Project, Plot No.82, Saheed Nagar, Bhubaneswar-751007 Bhubaneswar in the presence of Tenderers or their authorized representatives.
The opening date will be shifted to next working day if that day is declared as holiday / strike day.

The tenderers have to apply in their letter heads for issue of Tender document specifying the name of the Route & Section.

6.

Time is the essence of work contract. The tenderers who are certain to complete the work within the stipulated time as mentioned in the tender document and NIT need only participate in this tender.

7.

The tenderer have to fulfil the eligibility conditions as laid down in the Qualifying Bid for opening of their Financial Bid documents.

8.

Tender Papers will not be issued to such agencies whose performance in DOT/BSNL have been unsatisfactory.

9.

The Tender document, which is not accompanied by the requisite Bid Security (EMD), shall be summarily rejected.

Tenders will not be accepted/ received after expiry of date and time.

11.

Conditional Tenders will not be accepted.

12.

The tenderer should visit the site before quoting the rate.

13.

The successful bidder is to execute the agreement by submitting material security with in 07(seven) days after the acceptance of tender.

14.

The DET, M/W Project, Berhampur(Gm) reserves the right to reject any or all tenders, in part or whole without assigning any reason thereof.

15.

The competent authority is not bound to accept the lowest tender.
