NOTICE INVITING TENDER
Properly sealed (PVC
tape/ sealing wax) percentage rate tenders are invited by Divisional
Engineer Telecom, Microwave Project Bhubaneswar, for and on behalf of
Bharat Sanchar Nigam Limited (BSNL), from the ELIGIBLE, REGISTERED
& EXPERIENCED CONTRACTORS OF SOUND FINANCIAL STANDING for Excavation,
trenching and laying of PLB Duct and associated works in Bari- Alapua,
Astaranga-Bangurigaon, JANLA- HALADIA , INS Chilka OFC Network, TIKABALI-
PABURIA & KHAJURIPADA-MADHEPUR OFC routes as per the specification
laid down in the tender documents.

bidders can also send the Bid documents by post. However, BSNL
will not be held responsible for any postal delay. |

ELIGIBILITY
CONDITION |
|
a) |
BSNL empanelled
contractors of category A1,A,B & C are eligible to participate
in the NIT
|
|
b) |
i) |
The Contractors not
empanelled by BSNL can also participate in the NIT. Such Contractors
should have valid A,B,C&D category contract license for civil
works issued by CPWD/ State PWD/ Irrigation/ Railway Departments
etc. and must satisfy all other conditions stipulated in the tender
document. However, the offers of these bidders will be entertained
in case there is only one or no BSNL empanelled contractor in the
section/sections they have applied for, to encourage competition.

ii) |
The bidders not
empanelled by BSNL or Empanelled under BSNL of categories D&E
must have the experience of executing HDPE pipe /PLB duct/UG Cable
laying or laying of ground utilities like GI/CI/RCC Hume pipe works
worth Rs.10 Lac or more during last three years. A certificate to
this effect issued by an Officer not below the rank of Executive
Engineer/ Divisional Engineer should be enclosed alongwith the Bid
document.

iii) |
Contractors
empanelled under D&E categories by BSNL will be treated at par
with outside contractors.
|
|
c) |
Each bidder can
participate for maximum 2(two) sections out of all the sections put
to tender.
|
|
d) |
Contractors who
have been awarded pipe-laying works for One or more sections under
DGM,MWP, Bhubaneswar and the works have not been completed due to
their fault, are not eligible to apply. Contractors whose contracts
have been rescinded from 1.4.06 till the date of opening of the
tenders are not eligible to apply. Decision of the concerned DET in
this regard will be final.

Conditional tenders
will not be accepted.
|
| 6. |
The tenderers have
to apply in their letter heads specifying the name of the works for
which they require tender papers.
|
| 7. |
A tenderer has to
fulfil the eligibility conditions as laid down in the NIT & the
Qualifying Bid for opening of his Financial Bid document. Therefore,
tenderer not fulfilling the eligibility conditions are instructed
not to take part in the tender.
|
| 8. |
Time is the essence
of work contract. The tenderers who are certain to complete the work
within the stipulated time as mentioned in the tender document and
NIT should participate in this tender.
|
| 9. |
The Tender document
which is not accompanied by the requisite Bid Security, shall be
summarily rejected.
|
| 10. |
Tenders will not be
accepted / received after expiry of date and time.
|
| 11. |
BSNL will not be
held responsible for any postal delay.
|
| 12. |
The
DET,MW(Project),Bhubaneswar reserves the right to accept or reject
any or all tenders, in part or whole without assigning any reason
thereof.
|
| 13. |
