ELIGIBILITY CONDITION :- ( For PLB Duct laying work )
  

a)

Contractors having OFC/underground cable laying experience with sound financial condition having executed minimum value of works of 5 lakhs in last three years. The contractors should have actually received the amount mentioned above.
  

b)

The Contractors should have valid category contract license for civil works issued by CPWD/State PWD/Irrigation/Railway Departments etc. and must satisfy all other conditions stipulated in the tender document. BSNL empanelled contractors of A1, A, B, C & D category are eligible to participate in the NIT. 
  

c)

A certificate to this effect issued by an officer not below the rank of Executive Engineer/Divisional Engineer should be enclosed along with the BID Document. Each bidder can participate for maximum 2(Two) sections only from whole tender.
   

d)

Contractors who are having two sections or more under DGM, MWP, Bhubaneswar and not completed the works are not eligible to participate in the NIT.
  

e)

Solvency Certificate of Rs.2 lakhs from the banker of the tenderer is to be submitted by the tenderer along with qualifying bid. The Solvency Certificate will not be older than the date of issue of NIT. For working contractors it is relaxed.
  

f)

The contractors having one work in hand under DGM, MWP, Bhubaneswar can purchase only one tender document. However, the contractors who have one work in hand and not completed the same within the schedule period are not eligible to participate in the tender.
  

g)

As the work is on top priority, the contractor should have his own compressor machine for drilling or the contractor should have to execute the work by compressor machine on lease. Hence, the contractor should have to produce the attested copy of ownership of machine/lease for hiring of machine in the bid document.

COST OF THE TENDER DOCUMENT INCLUDING TAXES (NON-REFUNDABLE)

The cost of Tender Document is Rs.563/- (Rupees Five Hundred Sixity Three) only including Taxes.
The Tender Document can be had on payment of Rs.563/- (Rupees Five Hundred Sixty Three)only in the form of Demand Draft/Pay order from any Scheduled/ Nationalised Bank for Each set of BID DOCUMENT must be made in favour of "ACCOUNTS OFFICER, BSNL, MICROWAVE PROJECT, BHUBANESWAR" payable at Bhubaneswar. If the Tender document is downloaded from the website a Demand Draft/Pay Order has to be enclosed separately towards the cost of the tender document along with Bid Security.

The bidders can also send BID documents by regd. post to the D.E.Telecom, Microwave Project, Behind LIC office, Church Road, Berhampur(Gm)-760001, well in advance to be received with in scheduled date & time. The undersigned will not be held responsible for any delay or missing of tender documents in transit.

OPENING OF QUALIFYING BID/TENDER DOCUMENTS & VERIFICATION OF ORIGINAL DOCUMENTS

At 11.30 Hrs. of 04.10.2006 at the Office of the Dy.General Manager, Microwave Project, Plot No.82, Saheed Nagar, Bhubaneswar-751007 Bhubaneswar in the presence of Tenderers or their authorized representatives.
The opening date will be shifted to next working day if that day is declared as holiday / strike day.

The tenderers have to apply in their letter heads for issue of Tender document specifying the name of the Route & Section.

6.

Time is the essence of work contract. The tenderers who are certain to complete the work within the stipulated time as mentioned in the tender document and NIT need only participate in this tender.

7.

The tenderer have to fulfil the eligibility conditions as laid down in the Qualifying Bid for opening of their Financial Bid documents.

8.

Tender Papers will not be issued to such agencies whose performance in DOT/BSNL has been unsatisfactory.

9.

The Tender document, which is not accompanied by the requisite Bid Security (EMD), shall be summarily rejected.

Tenders will not be accepted/ received after expiry of date and time.

11.

Conditional Tenders will not be accepted.

12.

The tenderer should visit the site before quoting the rate.

13.

The successful bidder is to execute the agreement by submitting material security within 10(Ten) days after the acceptance of tender, failing which the contract will be treated as cancelled.

14.

The DET, M/W Project, Berhampur(Gm) reserves the right to reject any or all tenders, in part or whole without assigning any reason thereof.

15.

The competent authority is not bound to accept the lowest tender.
