The bidders can also send the Bid documents by post. However, BSNL will not be held responsible for any postal delay.

 Opening of qualifying Bid/ tender  ocuments.

 At 11.00 hrs of 20.10.2006 at  % the Divisional Engineer Telecom, Microwave Project, Plot-11, Unit-8, Nayapalli, Bhubaneswar-12 in the presence of Tenderer or their authorized representatives if any.

4. ELIGIBILITY CONDITION FOR PLB DUCT LAYING & ASSOCIATED WORKS;
 

a)

Registered Contractors of category  C and above are eligible to participate in the NIT.
 

b)

Contractors having Experience in OFC/Underground Cable laying, irrigation, railways, road and building work with sound financial condition having executed minimum value of works of Rs.5 Lac or more during last three years are eligible to participate in the tender. A Certificate to this effect issued by an Officer not below the rank of Executive Engineer/ Divisional Engineer should be enclosed along with the Bid document.
 

c)

The Contractors should have valid category contract license for civil works issued by CPWD/ State PWD/ Irrigation/ Railway Departments etc. and must satisfy all other conditions stipulated in the tender document. BSNL Empanelled Contractors of A1,A,B,C & D category are also eligible to participate in the NIT.
 

d)

Each bidder can participate for maximum 2(two) sections only.
 

e)

Contractors who have work in hand in any division under the jurisdiction of DGM, MW(P),Bhubaneswar and not completed the same within the scheduled period are not eligible to participate in the tender.
 

f)

Solvency Certification of Rs.2 lacs from the banker of the tender is to be submitted by the tenderer along with Qualifying Bid. The solvency certification will not be older than the date of issue of NIT. For working Contractors it is relaxed.

A  tenderer has to fulfil the eligibility conditions as laid down in the NIT & the Qualifying Bid for  opening of his Financial Bid document. Therefore, tenderer not fulfilling the eligibility conditions are instructed not to take part in the tender.

Time is the essence of work contract. The tenderers who are certain to complete the work within the stipulated time as mentioned in the tender document and NIT should  participate in this tender.
 

9.

The Tender document  which is not accompanied by the requisite Bid Security, shall be summarily rejected.
 

10.

Tenders  will not be accepted / received after expiry of date and time.
 

11.

BSNL  will  not be held responsible for any postal delay.
 

12.

The DET,MW(Project),Bhubaneswar reserves the right to accept or reject any or all tenders, in part or whole without assigning any reason thereof.
 

13.

Competent authority is not bound to accept the lowest tender.
