(PVC Tape/Sealing wax) percentage rate tenders are invited by the
Divisional Engineer Telecom, Microwave Project, Behind LIC office,
Church Road, Berhampur (Gm)-760001 (Orissa), for and on behalf of
Bharat Sanchar Nigam Limited (BSNL), for (1) Trenching & PLB
duct laying & other associated works of different OFC routes as
detailed below as per specification laid down in Tender Document (2)
laying of PLB duct by "No Dig" method using trenchless
technology (HDD method) for OAN at Koraput, Cuttack &
Bhubaneswar from Bonafide/BSNL empanelled, eligible and experienced
contractors of sound financial standing and reputation as per the
specification in the tender document.

(i)
ELIGIBILITY CONDITION :- ( For PLB Duct laying work )
|
|
|
a) |
Contractors
having experience in OFC/underground cable laying, Railway,
Road & Building with sound financial condition having
executed minimum value of works of 4 lakhs in last three years
are eligible to participate in this tender. The contractors
should have actually received the amount mentioned above.
|
|
|
b) |
The
Contractors should have valid category contract license for
civil works issued by CPWD/State PWD/Irrigation/Railway
Departments etc. and must satisfy all other conditions
stipulated in the tender document. BSNL empanelled contractors
of A1, A, B, C & D category are also eligible to
participate in the NIT.
|
|
|
c) |
A certificate
to this effect issued by an officer not below the rank of
Executive Engineer/Divisional Engineer should be enclosed
along with the BID Document. Each bidder can participate for
maximum 2(Two) sections only from whole tender.
|
|
|
d) |
Contractors
who have been allotted two sections or more under DGM, MWP,
Bhubaneswar against NIT No.DSK/NIT-62/04/06-07 dtd-06.09.06
& No.MWD/BBS/G-11/06-07/230 dtd-30.09.06 and have not
completed the works are not eligible to participate in this
NIT.

|
|
e) |
Solvency
Certificate of Rs.2 lakhs from the banker of the tenderer is
to be submitted by the tenderer along with qualifying bid. The
Solvency Certificate will not be older than the date of issue
of NIT. For working contractors it is relaxed.
|
|
|
f) |
The
contractors who are allotted work under DGM, MWP, Bhubaneswar
against NIT no.s mentioned at (d) above and have only one work
in hand can purchase only one tender document.
|
|
|
g) |
However,
the contractors who have one work in hand and not completed
the same within the permissible schedule period are not
eligible to participate in the tender.
|
|
|
(ii)
ELIGIBILITY CONDITION :- ( For "No Dig" method )
|
|
|
The tenderer
has to apply in his letter pad specifying the name of the
work. The bidders will be issued bid document on production of
following original documents for verification & a set of
attested copies for record. Minimum documents required are :-
(i) Valid Contractor License, (ii) Valid Sale tax clearance
certificate with TIN number (Tax Identification Number) in
form VAT-611, (iii) PAN Card, (iv) Experience Certificate if
any and (v) Solvency certificate for required amount from the
banker of the tenderer issued not before the date of NIT.
However the contractor working under the jurisdiction of Dy.
General Manager, BSNL, Microwave Project, Bhubaneswar are
exempted (vi) The documents indicating that the machine as the
sole property.

|
Essential
Requirements : |
|
|
The eligible
contractors who have satisfactorily executed Microtunnelling
work earlier, will be given preference. Tender paper will not
be issued to such agencies whose performance in DOT/BSNL has
been unsatisfactory.
|

COST OF TENDER DOCUMENT & TIME SCHEDULE :-

COST OF THE
TENDER DOCUMENT INCLUDING TAXES (NON-REFUNDABLE) |

(i) |
For
manual trenching work at Sl. No. (1) the cost of Tender
Document for each section, is Rs.563/- (Rupees Five
Hundred Sixity Three) only including Taxes. |
|
(ii) |
For
Microtunnelling work at Sl. No. (2) the cost of Tender
Document is Rs.1,125/- (Rupees One Thousand One Hundred
Twenty Five) only including Taxes. |
The Tender
Document can be had on payment as stated above in the form of
Demand Draft/Pay order from any Scheduled/ Nationalised Bank
for Each set of BID DOCUMENT must be made in favour of "ACCOUNTS
OFFICER, BSNL, MICROWAVE PROJECT, BHUBANESWAR" payable at
Bhubaneswar. If the Tender document is downloaded from the
website a Demand Draft/Pay Order has to be enclosed separately
towards the cost of the tender document along with Bid
Security. |

QUALIFYING BID/TENDER DOCUMENTS & VERIFICATION OF ORIGINAL

At 11.30 Hrs.
of 19.12.06 at the Office of the Dy.General Manager, Microwave
Project, Plot No.82, Saheed Nagar, Bhubaneswar-751007
Bhubaneswar in the presence of Tenderers or their authorized
representatives. The opening date will be shifted to next
working day if that day is declared as holiday / strike day. |

The tenderers

Time is the
essence of work contract. The tenderers who are certain to
complete the work within the stipulated time as mentioned in
the tender document and NIT need only participate in this
tender. |

8.
|
The tenderer
have to fulfil the eligibility conditions as laid down in the
Qualifying Bid for opening of their Financial Bid documents. |
|
9.
|
Tender Papers
will not be issued to such agencies whose performance in
DOT/BSNL have been unsatisfactory. |
|
10.
|
The Tender
document, which is not accompanied by the requisite Bid
Security (EMD), shall summarily be rejected. |
|
11
|
Tender papers
will not be accepted/ received after expiry of date and time. |
|
12.
|
Conditional
Tenders will not be accepted. |
|
13.
|
The tenderer
should visit the site before quoting the rate. |
|
14.
|
The
successful bidder is to execute the agreement by submitting
material security within 10(Ten) days after the acceptance of
tender, failing which the contract will be treated as
cancelled. |

15.
|
The DET, M/W
Project, Berhampur(Gm) reserves the right to reject any or all
tenders, in part or whole without assigning any reason
thereof. |

16. |
The competent
authority is not bound to accept the lowest tender. |

17.
