ELIGIBILITY CONDITION

a)

Contractors having experience in OFC/Underground Cable laying, Irrigation, Railway, Road & Building work with sound financial condition having executed minimum value of works of 3 Lakhs in last three years are eligible to participate in this tender. The contractors should have actually received the amount mentioned above.
  

b)

The contractors should have valid category contract license for civil works issued by CPWD/State PWD/Irrigation/Railway Departments etc. and must satisfy all other conditions stipulated in the tender document. BSNL empanelled contractors of A1, A, B, C & D category are also eligible to participate in the NIT.
  

c)

A certificate to this effect issued by and officer not below the rank of Executive Engineer/Divisional Engineer should be enclosed along with the BID Document. Each bidder can participate for maximum 2 (Two) sections only from whole tender.
  

d)

The contractor should submit EPF Code book along with Bid document or that must be produced by the L-1 bidder prior to agreement.
  

e)

Contractors who have been allotted two sections or more under DGM, MWP, Bhubaneswar and have not completed the works are not eligible to participate in this NIT.
  

f)

Solvency Certificate of Rs.2 lakhs from the banker of the tenderer is to be submitted by the tenderer along with qualifying bid. The Solvency Certificate will not be older than the date of issue of NIT. For working contractors Solvency Certificate is not required.
  

g)

The contractors who are allotted work under DGM, MWP, Bhubaneswar and have only one work in hand can purchase only one tender document. However, the contractor’s who have one work in hand and not completed the same within the scheduled period are not eligible to participate in the tender.
  

h)

The Contractors whose agreements have been rescinded/cancelled are not eligible to participate in the barred period.

Conditional tenders will not be accepted.

The tenderers have to apply in their letterheads for issue of Tender documents specifying the name of the work & Section.
  

7.

For PLB Duct laying a tenderer has to fulfil the eligibility conditions as laid down in the Qualifying Bid for opening of his Financial Bid Documents. Therefore, tenderer not fulfilling the eligibility conditions should not take part in the NIT.
  

8.

Time is the essence of work contract. The tenderers who are certain to complete the work within the stipulated time as mentioned in the tender document and NIT should only participate in this NIT.
  

9.

Tender document, which is not accompanied by the requisite Bid Security (EMD), shall be summarily rejected.
  

10.

Tender paper will not be accepted/ received after expiry of scheduled date and time.
  

11.

The tenderer should visit the site before quoting the rate.
  

12.

The successful bidder is to execute the agreement by submitting material security within 10(Ten) days after acceptance of tender, failing which the contract will be treated as cancelled.
  

13.

The DET, M/W Project, Sambalpur reserves the right to accept or reject any or all tenders, in part or whole without assigning any reason thereof.
  

14.

The competent authority is not bound to accept the lowest tender.
