7.a)        

ELIGIBILITY CONDITIONS [ FOR CONSTRUCTION OF RCC MAN-HOLE] :
  

i) 

Approved and eligible Contractors of  BSNL/ DoT/ CPWD/ MES/ Railways  / Irrigation/ Orissa State PWD (‘C’ Class and above)
  

ii)

The contractors should have valid Contract license for civil works issued by CPWD/State PWD/ Irrigation & Railway Department etc.
  

iii)

The Contractor should have satisfactorily completed works of similar nature such as Under ground tanks, PHD sewerage lines ,Canal construction, building construction involving concrete works etc. costing 20 Lacs Or above during the last 3(three) years.
  

iv)

The experience certificate should  be issued by an officer not below the rank of Executive Engineer.
  

v)

The tenderer should submit valid EPF Code Book along with Bid document or, that must be produced by L¹ bidder prior to agreement.
  

7.b)

ELIGIBILITY CONDITIONS [ FOR HDD WORKS] :
  

i)

The contractors should have valid Contract license for civil works issued by CPWD/State PWD/ Irrigation & Railway Department etc.
  

ii)

The Contractor should be in a position to execute the work in narrow lanes of cities areas.
  

iii)

Should have the ownership of minimum two HDD machines and accessories.
  

iv)

Should have executed HDD works of minimum 10 Kms in last 2(two) years
  

7.c)

ELIGIBILITY CONDITIONS  [FOR PLB DUCT LAYING & ASSOCIATED WORKS] FOR JANLA-HALADIA & BHUBANESWAR (PHASE-II) OAN
    

a)

Registered Contractors of category  C and above are eligible to participate in the NIT.
  

b)

Contractors having Experience in OFC/Underground Cable laying, irrigation, railways, road and building work with sound financial condition can take part in the tender. A Certificate to this effect issued by an Officer not below the rank of Executive Engineer/ Divisional Engineer should be enclosed along with the Bid document.
  

c)

The Contractors should have valid category contract license for civil works issued by CPWD/ State PWD/ Irrigation/ Railway Departments etc. and must satisfy all other conditions stipulated in the tender document. BSNL Empanelled Contractors of A1,A,B,C & D category are also eligible to participate in the NIT.
  

d)

Each bidder can participate for maximum 2(two) sections only. However, bidders having excavator machines can participate for maximum 3(three) sections. Documents in support of ownership of escalator/excavator should be submitted along with the bid documents.
  

e)

Contractors who have work in hand in any division under the jurisdiction of DGM, MW(P),Bhubaneswar and not completed the same within the scheduled period are not eligible to participate in the tender.
  

f)

The tenderer should submit valid EPF Code Book along with Bid document or, that must be produced by L¹ bidder prior to agreement.
  

g)

For Janla-Haladia OFC route, no penalty will be imposed for depths more than or equal to 90Cms
  

8.

The bidders must satisfy all the conditions and submit the required documents mentioned in the bid document.
  

9.

The tenderers have to apply in their letterheads specifying the name of the works for issue of tender papers.
  

10.

Separate tender papers should be purchased for each item  i.e. 1(a),1(b), 2(I),2(II) & for each Section of Sl. 3 & 4)
  

11.

Time is the essence of work contract. The tenderers who are certain to complete the works within the stipulated time as mentioned in the tender document and NIT need only participate in this tender.
  

12.

The tenderers have to fulfill the eligibility conditions as laid down in the Qualifying Bid for opening of their Financial Bid documents.
  

13.

Tender Papers of such agencies whose performance in DOT/BSNL have been unsatisfactory will be rejected. Decision of DGM, MW(P),Bhubaneswar in this regard will be final and binding.
  

14.

Tender document, not accompanied by the requisite Bid Security (EMD) shall be summarily rejected.
  

15.

Contractors/ Agencies not fulfilling the eligibility conditions need not take part in the tender. Taking part in the tender without fulfilling the eligibility conditions will be at their risk only.
  

16.

Tenders will not be accepted / received after expiry of date and time.
  

17.

Conditional Tenders will not be accepted.
  

18.

The DGM M/W Project, Bhubaneswar reserves the right to reject any or all tenders, in part or whole without assigning any reason thereof.
