INVITING TENDER
Tender
for Optical Fibre Cable Construction Work |

|
|
Properly
sealed (PVC Tape/Sealing wax) percentage rate tenders are invited by
the Divisional Engineer Telecom, Microwave Project, Near LIC office,
Church Road, Berhampur (Gm)-760001 (Orissa), for and on behalf of
Bharat Sanchar Nigam Limited (BSNL), for trenching & PLB duct
laying and other associated works of Gudari-Chandrapur OFC route as
per specification laid down in Tender Document from Bonafide/BSNL
empanelled, eligible and experienced contractors of sound financial
standing and reputation as per the specification in the tender
document.

2. |
ELIGIBILITY
CONDITION :- ( For PLB Duct laying work )
|
|
|
a) |
Contractors
having experience in OFC/underground cable laying, Railway,
Road & Building with sound financial condition having
executed minimum value of works of 4 lakhs in last three years
are eligible to participate in this tender. The contractors
should have actually received the amount mentioned above. |
|
|
b) |
The
Contractors should have valid category ‘C’ and above
contract license for civil works issued by CPWD/State PWD/Irrigation/Railway
Departments etc. and must satisfy all other conditions
stipulated in the tender document. BSNL empanelled contractors
of A1, A, B, C & D category are also eligible to
participate in the NIT. |

c) |
Experience
certificate issued by an officer not below the rank of
Executive Engineer/Divisional Engineer should be enclosed
along with the BID Document. Each bidder can participate for
maximum 3(Three) sections only from whole tender. |
|
|
d) |
The
tenderer should submit valid EPF code book along with BID
document or that must be produced by L1 bidder prior to
agreement. |
|
|
e) |
Contractors
who have work in hand in any division under the jurisdiction
of DGM, MWP, Bhubaneswar and not completed the same within the
scheduled period are not eligible to participate in the
tender.

Draft/Pay order for Rs.563/- (Rupees Five Hundred Sixity
Three) only from any Scheduled/ Nationalised Bank for
each set of BID DOCUMENT must be made in favour of “ACCOUNTS
OFFICER, BSNL, MICROWAVE PROJECT, BHUBANESWAR” payable
at Bhubaneswar. If the Tender document is downloaded
from the website www.etp.bsnl.co.in
or www.tendertimes.com
, a Demand Draft/Pay Order has to be enclosed separately
towards the cost of the tender document along with Bid
Security. |

DROPPING
OF BID/TENDER DOCUMENTS |
From
18.07.07 to 06.08.07 (11.00 Hrs. to 16.00 Hrs.) everyday
except Sunday & Public holidays at the (a) O/o DET,
Microwave Project, Berhampur(Gm) & (b) O/o D.G.M,
Microwave Project, Bhubaneswar. Tender documents can
also be sent by post to the DET, BSNL Microwave Project,
Near LIC Office, Church Road, Berhampur(Gm) well in
advance to be received with in the scheduled date &
time. However, BSNL will not
be held responsible for any delay or missing of tender
documents in transit. |

OPENING
OF QUALIFYING BID/TENDER DOCUMENTS & VERIFICATION OF
ORIGINAL DOCUMENTS |
At
11.30 Hrs. of 07.08.07 at
the Office of the DET, BSNL Microwave Project,
Near LIC Office, Church Road, Berhampur(Gm) in the
presence of Tenderers or their authorized
representatives.The opening date will be shifted to next
working day if that day is declared as holiday
/ strike day. |

5. |
The
tenderers have to apply in their letter heads for issue of
Tender document specifying the name of the Route & Section.
|
|
6. |
Time
is the essence of work contract. The tenderers who are certain
to complete the work within the stipulated time as mentioned
in the tender document and NIT need only participate in this
tender.
|
|
7. |
The
tenderer have to fulfil the eligibility conditions as laid
down in the Qualifying Bid for opening of their Financial Bid
documents.
|
|
8. |
Tender
Papers will not be issued to such agencies whose performance
in DOT/BSNL have been unsatisfactory.
|
|
9. |
The
Tender document, which is not accompanied by the requisite Bid
Security (EMD), shall summarily
be rejected.
|
|
10. |
Tender
Papers will not be accepted/ received after expiry of date and
time.
|
|
11. |
Conditional
Tenders will not be accepted.
|
|
12. |
The
tenderer should visit the site before quoting the rate.
|
|
13. |
The
successful bidder is to execute the agreement by submitting
material security within 10(Ten) days after the acceptance of
tender, failing which the contract will be treated as
cancelled.

|
14. |
The
DET, M/W Project, Berhampur(Gm) reserves the right to reject
any or all tenders, in part or whole without assigning any
reason thereof.
|
|
15. |
The
competent authority is not bound to accept the lowest tender.
|
|
16. |
