          Tender Notice No. CAO/CON/TS/2007/03
   

The Chief Administrative Officer, East Central Railway, Mahendrughat, Patna-800004 for and on behalf of the president of India invites sealed open tender from the RDSO’s approved sources on the prescribed forms for supply of the following track fittings which will be received up to 12.00 Hrs. on the date mentioned and will be opened at 12.30 Hrs. on the same date in the office of the Chief Administrative Officer, Construction Organization, East Central Railway, Mahendrughat, Patna-800004.
 

1.

The Railway reserves the right to place order for the entire quantity or part quantity on RDSO approved list of firms only.

Tender form is available from the office of CAO/Con/E.C Rly. Mahendrughat, Patna on production of demand draft from any nationalized /scheduled bank in favour of FA & CAO/Con/ECR Mahendrughat, Patna or money receipt issued by the Divisional Cashier, Sonepur/Danapur Division for the cost of tender document mentioned above between 10.00 Hrs. to 16.00 Hrs. on any working day, fifteen days in advance from the date of opening of the tender. SSI units registered with NSIC will be issued tender documents free of cost, on request, based on certificate of registration with NSIC. In any case  tenderer wishes to obtain the tender document by post, Rs. 100/- (One Hundred) extra should be sent by demand draft in favour of FA & CAO/Con/E.C Railway, Mahendrughat, Patna. The Railway will not own any responsibility for any delay, loss or damage of the tender document in the transit. The sale of Tender form will be closed on the previous day of the opening, Tenders submitted by the tenderer through FAX will not be entertained. For any reason, if the office is closed on scheduled date of tender opening, the tender will be received and opened on the next working day.

The tender documents will also be available on website http://www.tender.gov.in & http://www.tendertimes.com  during the tender notice period and the same can be down loaded and used as tender document for submitting the tender. This facility is available free of cost. However the cost of tender form as mentioned above has to be paid in the shape of Demand Draft issued in favour of FA & CAO/Con, East Central Railway, Mahendrughat Patna and to be enclosed with the Tender Form while dropping the tender. In case the tender is not accompanied with the valid Demand Draft for the cost of the tender document, the tender will be summarily rejected. The tenderers / firms who are found to be indulging in changing / adding or deleting the contents, of the tender documents downloaded, will be liable to face necessary action as per extant instructions which could be removal from approved list, banning suspension of business dealings etc.

RDSO recommended sources  may please note that
 

(i)

Whenever all or most of the recommended firms quote equal rates and cartel formation is suspected, railways reserve the right to place order on one or more firms with exclusion of the rest without assigning any reasons thereof.
 

(ii)

Firms are expected to quote for a quantity not less than 50% of tendered quantity, Offers for quantity less than 50% of tendered quantity will be considered unresponsive and liable to be rejected in case cartel formation is suspected. Railways, however, reserve the right to order on one or more firms any quantity.
 

(iv)

The present policy of distribution of ordering quantities on recommended sources based on the status of recommendation obtaining on the date of tender opening will be followed in normal circumstances. However, in tender where cartel formation is suspected, the purchaser will be free to distribute the ordering quantity in any manner deemed fit, in the interest of the administration ignoring the status of recommendation.
