Sub: Tender notice for improvement of area of Building Berth Western Side by hard standing/concreting etc. at GRSE Main.
 

You are hereby requested to submit sealed quotation at Civil Engineering Department, 43/46, Garden Reach Road, Kolkata-700 024 before 1400 Hrs on 15.01.2008 with your lowest rate for the items as per attached schedule with the above work under the following terms :-
 

1.

Scope of Work : Earth work in excavation, dressing & leveling the area, providing & laying jhama for hard standing, providing cement concrete, supplying tor steel reinforcement,  carriage of earth or dismantled bricks or concrete, placing in  position mild or tor steel reinforcement etc. as per standard procedure and specification.

2.

Earnest Money: An earnest money in the form of demand draft of Schedule Bank of Rs 12,000/- shall be submitted along with the tender. This earnest money will be part of the security deposit once the work is awarded.
 

2.1

The offer must be submitted in 2 (Two) separate sealed envelopes one containing technical, commercial terms, unpriced bid and payment of earnest money while the other envelope containing price bid. The sealed envelopes should be clearly marked as per contents. Both the sealed envelopes should be put in another single envelope. The envelope containing technical, commercial, unpriced bid and earnest money will be opened first. The price bids will be opened only after the bidder has complied with all the terms and conditions and if the offer is technically responsive. The price bid of the bidder who has not fulfilled the terms and conditions of the tender and whose offer is not technically responsive may not be opened and considered at all.

Time of Completion: The work shall be started within 7 (Seven) days from the date of receipt of work order/L.O.I. or the handing over the site whichever is later and completed within 12 (Sixteen) weeks there from.
 

4.

Special Conditions
 

4.1

Materials and workmanship shall conform to relevant IS Specification and drawings, if any, issued for the work, Instruction of Engineer-in charge are to be followed in absence of IS Specifications for any item.
 

4.2

Rate quoted must cover all items of incidents, transport, conveyance, taxes, octroi etc. for the completion of work.
 

4.3

Work has to be carried out in a site along with other agencies without affecting normal activities of GRSE.
 

4.4

Contractor shall abide by the security regulations of GRSE for safe custody and movement of men and materials as applicable. Photo passes in prescribed proforma shall be arranged by the contractor for the men working more than a fortnight at a time.
 

4.5

Safety measures such as using safety belts etc are to be adopted while working overhead. Contractor will be responsible for any damage caused by them to GRSE property.
 

4.6

One full time responsible and qualified supervisor / representative has to be posted at site during progress of the work.
 

4.7

All rates shall be quoted on the tender schedule both in figures as well as in words. In case of any discrepancy found between the rate/amounts quoted in figures and words, the rate/amounts quoted in words will be considered for acceptance.
 

4.8

Tenderer shall initial all correction and sign with date on each page of the tender. In case of any discrepancy the rate/total value written in words shall be accepted.
 

4.9

The quantities given in the schedule are approximate and may vary as per actual requirement at site. Payment shall be made on the basis of actual measurement of the work to be certified by the Engineer-in-Charge.
 

4.10

Measurement shall be made as per the relevant IS Code, except wherever otherwise mentioned.
 

4.11

GRSE reserves the right to split up the work to various contractors, if found necessary and to restrict the items of the quantum of work as per requirement and no claim on this account will be admitted.  In case of split up time frame will be reduced and settled after discussions with contractor.
 

4.12

During the pendency of the contract, the contractor will not employ any Officer of GRSE without GRSE’s written consent, GRSE reserves the right to terminate the contract in case of breach of this stipulation.
 

4.13

Labour
 

4.13.1

The contractor is required to pay all legal dues to the workmen engaged by him, as per the laws in force. The relevant acts which are to be complied with in this connection are contract labour (Regulation & Abolition) Act 1979, P.F. Act, 1952. Bonus act 1965, ESI Act 1948. WB House Rent Allowance Act 1974 & Gratuity Act 1972.
 

4.13.2

The minimum wages paid to the contract labour/workmen shall be in conformity with the Govt.’s direction in this regard.
 

4.13.3

In the event of failure of the contract or to pay to the contract labour/workmen his legal dues, GRSE will reserves the right to deduct such due, from the final bill of the contractor and arrange reimbursement to the concerned labour/workmen.
 

4.13.4

The quotation shall be valid for acceptance for a period of 3(three) months from the date of submission.
 

4.14

No claim for idle charge due to non-supply of any materials or services or work fronts by GRSE or for any other reasons will be entertained.
 

4.15

No claim will be entertained due to sudden fluctuations of rates of labour and materials, freights, taxes and duties etc. at any stage.
 

4.16

Tenderers are advised to inspect and examine the site and its surroundings means of access to site and nature of work before submitting the tender. No extra charges/claims subsequent of any misunderstanding or otherwise shall be allowed.
 

4.17

Liquidated Damages: If the contractor fails to complete the work within the stipulated time, the contractor shall be liable to pay GRSE Liquidated Damages for delay and not by way of penalty, a sum of 1 % of the value of work in respect of every week of delay or part thereof, subject to a maximum of 10 % of the value of the work executed by the contractor.
 

4.18

GRSE reserves the right to cancel the works in case of poor materiel supply, poor workmanship/progress and get the work completed at risk and cost of the contractor.
 

4.19

Payment Terms
 

4.19.1

The contractor shall submit the bill in quadruplicate along with measurement sheet in duplicate material reconciliation statement with supporting SIRs / Challans for the materials issued from GRSE Stores, if any and the bill format with supporting documents.
 

4.19.2

90% payment of the value of work done shall be made within 30 days of submission of bills after deduction of cost of materials if any, issued by GRSE on recovery basis as per certificate of Engineer-in-Charge, after satisfactory completion of job. R/A Bills are payable only once in a month. Minimum value of R/A Bills payable shall be Rs.3, 00,000/- (Rupees three Lakhs only). Final Bill (90% payment) will be paid after satisfactory completion of entire work.
 

4.19.3

Balance 10% of the value of the whole work inclusive of Earnest Money, if any, which forms the Security Deposit shall be released after satisfactory maintenance of the work for a period of  12 (Twelve)  months from the date of completion.
 

4.20.1

Contractor has to submit gate entry challans with quantities duly certified by Gate Office for materials procedure for this work.
 

4.20.2

Working Hours: Contractor’s men will be allowed to work only during working hours of GRSE. If work is absolutely required beyond working hours including Sundays/Holidays special permission have to be taken by contractor for each day. GRSE may or may not giver permission for work beyond working hours for security reasons. No claim of extension of time will be granted on this ground.
 

4.20.3

All the contractor’s men including the site in charge will wear a red color cloth “Arm Band” of 6” in width with name of the firm written on block letters on it. This arm band is to be put on the left arm at the time of entry into GRSE till the time they leave the factory premises.
 

4.20.4

General Conditions: The conditions of contract shall be the General Conditions of contract works of Civil Engineering Construction and Maintenance for GRSE Ltd. (herein-after called the General Conditions). The General conditions of contract and Technical Specification are available with Civil Engineering Department for inspection. In so far as any of the conditions above may conflict or are inconsistent with any of the General Conditions, the Special conditions shall always prevail. The conditions provide for sole Arbitration of Chairman/Managing Director/GRSER Ltd. or his nominee for settlement of any dispute on this work.
 

4.20.5

GRSE do not bind them to accept the lowest or any tender or to assign any reason(s) thereof.
 

4.20.6

ESI Act: The bidder must have own ESI Code No. and the same has to indicate in techno commercial bid. The deposit receipts are to be shown to GRSE during processing of bills.
 

4.20.7

If any party does not respond to this enquiry without showing acceptable reasons, GRSE may impose restriction of business.
 

4.20.8

The contractor wherever required, should organize to forward the relevant Bank Guarantee of schedule Bank, preferably Nationalized Banks., in Banker’s sealed envelop directly to General Manager (Finance), Corporate Finance, super scribing the words ‘BANK GUARANTEE’
 

4.20.9

If there is any conflict between the  Tender Notice in English and those in any other
 

4.20.10

VAT Tax: All contractors registered under VAT ACT will have to use 11 Digit TIN or Tax Payer’s Identification Number. Work contractors registered under VAT ACT have to pay tax at a compound rate of 2% on the entire    contractual transfer price, irrespective of quantum of contractual transfer price. Once the contractor has exercised option for payment of tax at compounded rate, it will be valid for one financial year. The contractor opting for payment of tax at compounded rate are not entitled to input tax credit and can not issue tax in voices.
 

4.21

As per the Official Secret Act 1923 of Ministry of Home Affairs, Govt. of India, Police Verification Certificate of character antecedents in respect of all employees of Contractors/Subcontractors operating in GRSE Ltd., is required to be submitted by the concerned contractors/subcontract before processing any gate pass for their employees, failing which gate pass may not be issued.
 

4.22

P.F. Clause: The Contractor has to indicate own PF Code No. as possessed and show deposit Challans to GRSE during processing of bills.
 

4.23

Material: Labour: Material or all purpose for items involving both material and labour the components of 80: 20 would be considered.
 

4.24

In case of requirement, the said work may be splitted into 2 or 3 Contractors with L1  rates.
 

5.

The bidder who is not enlisted with GRSE yet, should furnish the details of similar work executed in last one year, like Purchase Order No., date, value, completion of certificate, contact details like name, address, telephone no. of the person under whose direct jurisdiction the work was executed of similar work executed in last one year, audited annual accounts statement of last three years for evaluation of financial stability, details of infrastructures including human resources available etc.
