NOTICE INVITING TENDER

Sub : Biennial rate contract for Fabrication and supply of various DECKs to be manufactured as per drawings and with GRSE free issue material (required for production of Bailey Bridge/Portable Steel Bridge).

Sealed offer in single stage three part System (Part-I: EMD, Part-II: Techno Commercial offer and Part-III: Price bid) are invited from resourceful Vendors/Contractors having experience in such work for establishment of above Rate Contract.

Tender document is available from Website www.grse.nic.in or www.tendertimes.com or may contact GM (Engg) office 61, Garden Reach Road, Kolkata-700024 on all working days (except Sundays/Holidays) from 10.30 AM to 12.00 Noon and 1.30 PM to 3.30 PM and up to 12.00 noon on Saturday against payment of Rs. 500.00 as cost of tender document by DD/Pay order.

1.	Last date of sale of Tender	:	25.01.2008
2.	Last date of submission of Tender	:	28.01.2008 upto 13.00 Hrs.
3.	Date of pre-bid discussion	:	(a) The bidder or his authorized representative is invited to attend the pre-bid discussion which will take place at the office of SM(Proc.) on 11.01.2008 at 10.30 A.M.
			(b) The purpose of the pre-bid meeting will be to clarify issues and questions on any matter that may be raised during discussion.
			(c.) The bidders are requested to submit any question in writing or send by FAX to reach SM(Proc.), GRSE not later than 7 days before the meeting.
4.	Date of opening Tender: Part-I & II	:	28.01.2008 at 1400 hrs. in presence of all participating bidders.
5.	Date of opening Tender - Part III – Price Bid	:	Date of opening to be notified after conclusion of TNC/CNC meetings and acceptance of Techno-commercial offers. Un-priced copy of Price Bid to be submitted (as per format given in Annexure-VI) along with Technical bid.
6.	Earnest Money to be deposited along with the offer by vendor in a separate envelope (Part-I)	:	Rs 1,00,000.00
7.	Details of work, Terms & Condition etc.	:	As per Enclosure, (Annexure I to VIII)

Parties downloading tender document from website, need to submit a Draft/Pay order for Rs.500/- payable to “Garden Reach Shipbuilders & Engineers Ltd.” along with EMD (Part-I) towards cost of tender document.

The offer will be rejected outright, if valid qualifying documents are not enclosed along with technical offer.

Qualification Requirement:

Details of capacity/facilities for manufacturing and inspection of the subject stores at the Bidders end are to be indicated which may be audited by GRSE.

ii)

Ordering details executed for similar fabrication job during last three years to Govt./Defence/Other organizations and Performance Report thereof must be furnished by the intending Bidders. The minimum value of the orders executed in a year should not be less than Rs. 20 lakhs.

iii)

Acceptance of the material will be based on Inspection by GRSE (QA) or GRSE authorized agency.

iv)

Intending Bidders are to submit the following credential (Commercial & Technical).

Commercial :

Pan No.

Solvency Certificate from Banks.

Certificate of Registration with Service Tax Authorities.

Updated Annual Accounts along with Annual Report Balance Sheet/Financial status for the last three years.

Technical :

Details of Plant & covered shed area, Machineries, equipments & other facilities etc.

Manpower with Bio-data of key personnel.

Details of qualified welders indicating experience in the related field.

Present Order Book position.

Tender is subject to deposit of Earnest Money in absence of which the offer will be rejected outright. Successful bidder(s) are to submit Security Deposit as per tender terms.

Tenders are to be dropped in Tender Box placed at the office of Bailey Bridge Project, 61 Park Unit. Those who are not experienced in execution of this type of jobs, need not apply.

GRSE reserves the right to accept/reject any Tender in full or in part without assigning any reason.
