TENDER NOTICE NO. SGW

Sealed Tenders are invited by
the under mentioned on behalf of the President of India for "Design,
Supply of materials (Partly), Installation, testing & commissioning of
indoor & outdoor signalling equipments for replacement of Auto Signalling
System with Audio Frequency Trac Circuit in SDAH-BLN-NACC section in Sealdah Division of Eastern Railway".
The approximate cost of the
work is Rs.1.99 crores only and completion period is 9 (Nine) months.
Eligibility Criteria :-

Should have
completed, in the last three financial years (i.e. current year and
three previous financial years). |
At least one
similar single work for a minimum value of 35% of advertised tender
value.
N.B:- a) Total value of the similar nature of works physically
completed in the qualifying period, not the payment received, will
be considered. If part similar work has been commissioned and is
under use, the amount with respect to that portion of commissioned
work will be considered in qualifying criteria. Offers should be
with documentary proof accordingly.
In case, the final bill of similar nature of work has not been
passed and final measurement has not been recorded, the paid amount
including statutory deduction will be considered.
If final measurements have been recorded and work has been completed
with negative variation, then also paid amount including statutory
deduction will be considered.
However, if final measurement have been recorded, and work has been
completed with positive variation, but variation has not been
sanctioned, original agreemental value or last sanctioned
agreemental value whichever is lower will be considered.
b) The similar nature of work required as qualifying criteria,
in this case of tender for Panel Interlocking are Panel Interlocking
work (Indoor & Outdoor)/RRI work (Indoor & Outdoor)/RRI
(Indoor)/SSI (Indoor). If the tenderer is not original manufacturer
of AFTC, then the tenderer should submit a Memorandum Of
Understanding (MOU) reached with the original manufacturer of the
AFTC euipment.
The MOU shall clearly indicate:-
i) Guarantee to support till the entire section is commissioned and
24 months thereafter.
ii) Guarantee to supply spares for a minimum period of 7 (Seven)
years from the date of commissioning of the entire section. |

Total Contract Amount
received during the last three years and in the current financial year. |
Should be minimum of
150% of advertised tender value. Tender committee should submit certified
copies of Audited Balance Sheet/Profit & Loss Account/Certified
reports of auditors in support of fulfillment of the above eligibility
criteria. The documents indicated above must be certified by a chattered
accountants.

committee shall still examine the overall financial soundness of the
tenderers based upon the volume of work handled turn over, balance sheet
etc.

The tender papers (not
transferable) can be obtained from the Office of the Chief Signal and
Telecommunication Engineer (Project), Eastern Railway, 3rd
floor, Fairlie Place, 17-Netaji Subhas Road, Kolkata - 700 001 on any
working day between 11.00 Hrs. to 13.00 Hrs. from 28.01.2008 to
18.02.2008 on production of a receipt for Rs.5000/- (Rupees Five
Thousand) only (non refundable) deposited with
Sr. Divisional Cashier
(Con), Old Koilaghat Building, Eastern Railway, Kolkata - 700 001.

The cash is to be
credited on Account head of Estimate No. 3/CSTE of 2004-05.
|
|
If the tender
documents are to be sent by post the cost of tender documents plus
Rs.500/- (Rupees Five Hundred) only as postal charges to be sent to
Chief Signal & Telecom. Engineer/Project, Eastern Railway, 3rd
floor, Fairlie Place, 17-Netaji Subhas Road, Kolkata - 700 001 by
account payee Demand Draft issued by any Nationalised Bank payable
at Kolkata drawn in favour of FA&CAO(Con), Eastern Railway,
Kolkata-700 001. No cheques/Money Order will be entertained.

Tender must be
accompanied with Rs.2,49,840.00 (Rupees Two Lakh Forty Nine
Thousand Eight Hundred Forty) only as Earnest Money as specified in the tender documents without
which the tender will be rejected outright.
|
|
The tender will be
received up-to 12.30 Hrs. on 19.02.2008 and opened at 13.00 Hrs. on
the same day in presence of attending tenderers.
|
|
The Railway takes no
responsibility for the late/delayed or loss or non-receipt of tender
documents by post.
|
|
Directions/stipulations
issued henceforth by Railway Board's /or any competent authority on
matters related with works tender will be binding on the tenderers.
|

The tender documents can also be downloaded from the above noted
website. The facility is available free of cost. However the demand draft
for amount of cost of tender documents (indicated above) in favour of FA
& CAO (Con)/E.Rly./Kolkata payable at Kolkata will have to be enclosed
with the tender in addition to Earnest money. In case tender documents
downloaded from internet/website, if tender is not accompanied with valid
demand draft for the cost of tender documents as described above, the
tender will be summarily rejected.

All payments to
contractors / Suppliers will be made through Electronic Fund Transfer (EFT)
system. It is mandatory. MANDATE FORM as annexure is enclosed in tender
document which will require to be filled in along with the offer.

|
Tenderer has to take
Service Tax Registration, if applicable in term's of Section 65(25b) read
with 65 (105)(zzq) of the Finance Act of 1994.
