TO BID FOR MAIN PLANT PACKAGE FOR 1X250 + Upto 20%
MW EXTENSION UNIT NO. 7A

| INTERNATIONAL
COMPETITIVE BIDDING
|
| 1. |
The
Durgapur Projects Limited (DPL) invites sealed tender
containing Technical, commercial & Price offer
in sextuple from eligible bidders having sound Technical
& Financial Capability for the following works
at Durgapur Projects Power Plant (1 x 250+Upto 20%
MW Extension Unit), DPL. The site of work is located
at a distance 2 KM from Durgapur Railway Station and
around 158 KM from Kolkata, India.

Scope
of work from Main Plant Package:
|
| |
Design,
Manufacture, fabrication, shop testing, supply, transport,
storage, insurance, erection, testing and commissioning
of Steam Generator & Auxiliaries, Turbine-generator
& Auxiliaries, CW & ACW System, fuel oil unloading
& pressurizing system, Compressed Air system,
Unit Transformers, 6.6 KV and 415V Switch-gear, 220
KV Switchyard (extension), Control & Instrumentation
of the total Plant & Auxiliary Packages including
all Civil, Structural and Architectural works on turnkey
basis to render for completion of the entire Power
House work for 1 x 250+Upto 20% MW extension unit
as mentioned in the technical specifications.

Time
of completion:
30 (thirty) months from the “Zero Date”
|
| 4. |
Detail
of tender:
|
| |
a.
Cost of one set of tender document
(Indian currency) - Rs. 35,000.00(Foreign Currency
– US $ 885) + VAT as applicable.
|
| |
b.
Cost of each extra set of tender document
(Indian currency) - Rs. 15,000.00 (Foreign currency
– US $ 380) + VAT as applicable.
|
| |
Payment
should be made by crossed Demand Draft/Pay Order drawn
in favour of “The Durgapur Projects Ltd. and payable
at Durgapur, West Bengal, India” on any Bank Operating
in India.

c.
Date of sale of tender paper:
From 12.4.2008 to 25.4.2008 during working hours from
10-00 hrs to 16-00 hrs.on normal days excluding Sunday
and Holidays and from 10-00 hrs to 13-00 hrs.on Saturdays.

d.
Pre Bid discussion:
On 05.05.2008 at 11-00 hrs. (IST) in DPL’s Registered
Office at Durgapur, West Bengal, India.

Last date and time of submission of complete tender:
23.05.2008 up to 12-00 hrs. (IST).

a.
Place,
Date and Time for opening of Tender: The DPL’s registered
Office at Durgapur, West Bengal, India on 23.05.2008
at 15-30 hrs. (IST).

b.
Earnest
Money Deposit (EMD): Earnest Money should be submitted
in a separate sealed envelop in the following mode:
|

i. |
By
Bank Guarantee-Indian currency Rupees One hundred
fifty million (Rs 150,000,000/-) or foreign currency
US$ 3.28 Million issued by a Branch of any reputed
Bank licensed to do business in India.
|
| |
The
Bank Guarantee should remain valid for a period of
180 days from the date of opening of the tender.
|
| |
The
details of the above and the other terms and conditions
have been specified in the conditions of contract.
|
| |
|
| 5. |
Qualification of Bidder:
|
| |
i. |
Bidders
are required to quote for one unit of rating 250 +
Upto 20% MW for which they are qualified as per relevant
stipulation of clause No. 5 of this notice. Bids offering
less than 250 MW unit size will not be considered
& rejected. Bids offering more than 300 MW Unit
size shall be considered as 300 MW and no credit shall
be given for higher Unit capacity offered.

ii. |
This
tender is open to any single bidder (called “Prime
Bidder”) who is either a reputed
manufacturer of Steam Generator and / or Turbine Generator
of size 200 MW or above, or a well established reputed
organization. The prime bidder must have executed
at least 2 (two) turnkey contracts of Coal based thermal
power plants having plant/unit capacity of comparable
size of which one is in successful operation for not
less than 2 (two) years on the date of opening of
the tender. In case the prime bidder is not a manufacturer,
he should associate with manufacturer(S) [called “Associate(s)”]
of Steam Generator and/or Turbine Generator of size
200 MW or above. The prime bidder as a group leader
will be contractually bound to the purchaser on behalf
of all his associate(s). The scope of work of the
Prime bidder will be on the basis of a single bidder’s
responsibility. Thus the prime bidder shall be solely
responsible for all the technical and management services
required to cover the entire scope of the work.

iii. |
The
Net Worth of the Prime Bidder at the end of each of
last three fiscal years shall be not less than Indian
Rs.5.0 (five) billion.
|

iv. |
Construction
sub-contractors shall be subject to approval by DPL.
|
| |
v. |
Erection
labourers for the sub-contractors shall be citizens
or legal residents of India. Un-skilled labours are
to be engaged from Local area as per law of the land.
|
| |
|
In
addition to the above, satisfactory fulfillment of
the Clause “Qualification of Bidders” stipulated under
Section 2 “Instruction to Bidders” in the General
Conditions of Contract shall also apply.
|
| 6. |
All
eligible payments under this contract will be financed
through Domestic Borrowing, Internal and other sources.
|
| 7. |
On
the basis of a written application, tender documents
can be purchased from the Dy. General Manager (Mech),
Project Cell, Administrative Building, The Durgapur
Projects Limited, Durgapur – 713201, from Monday to
Friday from 10-00 hrs. (IST) to16-00 hrs. (IST) on
working days (excluding Sundays & Holidays) and
from 10-00 hrs. to 13-00. (IST) on Saturday as per
the price and other payment details indicated in SI.
No.4 above.

| 8. |
Accredited
agents/representatives of Foreign bidders in India
are also permitted to purchase the tender documents
on behalf of the Foreign bidder on presentation of
valid document and on payment of requisite tender
price as indicated above. No tender paper will be
sent by post.
|
| 9. |
Tender
papers are not transferable.
|
| 10. |
The
offer must accompany the earnest Money as indicated
above, failing which it will not be considered.
|
| 11. |
Any
offer received after the expiry of the date &
time prescribed for receiving completed tenders, will
not be considered.
|
| 12. |
The
DPL reserves the right to reject any tender or all
tenders receive at its discretion without assigning
any reason whatsoever.
|
| 13. |
The
DPL is not necessarily bound to accept the lowest
offer.
|
| 14. |
Issuance
of bidding documents will not be construed to mean
that such bidders are automatically considered qualified.
