DETAILED GLOBAL NOTICE INVITING BIDS

Nagaland Pulp and Paper Company Limited (NPPC) having its Mill at Paper Nagar, Tuli, Nagaland is being revived and its capacity up-graded from 33,000 tpa to 66,000 tpa printing and writing Paper.

NPPC invites bids under two part system (Part I: Techno-Commercial Bid and Part II: Price Bid) from reputable Manufacturers / Rebuilders (refer pre-qualification criteria given below) for the Pulp Mill package on Lump Sum Turnkey contract basis (LSTK) as described in the scope of work below:

Pre-Qualification Criteria

The Bidder shall be an internationally reputed manufacturer / re-builder of the Pulp Mill including process line equipment / systems in the displacement digestion, de-knotting, screening, brown stock washing, oxygen delignification and ECF bleaching plants. The bid can also be submitted by business partner/associate of Machine / Equipment manufacturers. In that case the business partner/associate shall have a Memorandum of Understanding (MoU) with the Machine/equipment manufacturers.

The Bidder/business partner shall have manufactured / rebuilt and commissioned at least one such pulp mill complete in all respects of minimum capacity 215 BD TPD bleached pulp during any of the preceding seven financial years.

The bidder / business partner shall have at least two references of supply of the following equipment / system in the main pulp mill configuration viz. Chipping, displacement digestion, oxygen delignification and ECF bleaching. These supplies should have been for a Pulp Mill of a minimum capacity of 215 BD TPD bleached pulp. This criterion can be fulfilled even if the individual equipment were supplied at different installations.

The Bidder/business partner should have jointly recorded an annual turnover equivalent to US $ 12 million in any of the three preceding financial years.

In the event of the Bidder engaging any firm for service activities, the firm thus engaged, shall have proven references for executing the said service activities in a successful manner. References in respective fields with complete contact details shall be furnished along with the Bid.

NPPC reserves the right to verify the credentials of the Bidder or Business Partner or other service firm and accept/ reject the bid.

NPPC reserves the right to issue to the successful bidder, a single order / contract for complete scope of supply and services specified in this tender or part thereof.
