i) |
Documents to prove the Experience of at least 1
(One) year in supplying beneficiated coal (from raw coal supplied from
MCL Colliery) for a minimum quantity of 50,000 MT (Fifty thousand MT) per
month and adequate transporting facilities/capability of making necessary &
adequate transporting facility to destination through coal beneficiation
plant at Ib Valley to any large Thermal Power Stations. Only tenderers
who have Beneficiation Plant at Ib Valley of adequate capacity/spare
Capacity of 1,00,000 MT per month or more and suitable siding for loading
of washed coal to Railway wagons for onward transportation to destination
should only quote. The tenderer should also have adequate transporting
facilities or should have the capacity to make such transporting
arrangement from the collieries to their washing plant.

ii) |
Apart from the above, the bidder should have
experience of having successfully completed similar works during last seven
years ending last day of month previous to the one in which the
applications are invited, should be either of the following :

|
|
a. |
Three completed orders for similar type of work, costing
not less than Rs. 13,50,00,000.00 for single order.
|
|
|
|
Or |
|
|
|
b. |
Two completed orders for similar type of work, costing not
less than Rs. 16,80,00,000.00 for single order.
|
|
|
|
Or |
|
|
|
c. |
One completed orders for similar type of work, costing not
less than Rs. 27,00,00,000.00 for single order.
|
|
|
iii) |
Bidders have to submit relevant documents in
support of their experience in completion of similar types of jobs and also
other requirements such as owner of beneficiation plant of required
capacity, transporting facility, Railway Siding for loading of washed coal
to wagons etc. along with the offer. The documents in support of the
experience should clearly indicate the name and reference of the work, work
order /LOA no., value and duration of the work.

|
iv) |
The audited balance sheet and profit & loss
account for last three financial years, ending 31st of the previous
financial year, shall have to be submitted.
|
|
|
v) |
The average Annual Financial Turnoverd and
Net Worth during the last three (3) years, ending 31st March of the
previous financial year, should be at least Rs.11,00,00,000.00 and
Rs. 5 ,50,00,000.00 respectively.
|
|
|
vi) |
The successful Prime Bidder shall have the
total responsibility for satisfactorily carrying out the above job.
|
|
|
vii) |
Bidders must submit Pan No., Trade Licence,
Professional Tax Clearance Certificate, Provident Fund registration
Certificate including Code no. DPL reserves the right to reject any tender
if any / or all of these certificates have not been submitted or if the
certificate from the statutory authorities indicating exemption and / or
non / applicability with regard any or all ST, PT, PF Clearance certificate
have not been submitted.

3. |
Minutes of the meeting of the
pre-bid discussion to be held on the specific date as per NIT jointly along
with tenderers and DPL shall be taken as a part to form the Tender
Documents.
|
|
4. |
TECHNO-COMMERCIAL BID
(Step-III) :- Commercial terms and conditions and justification of the
Techno-commercial offer.
|
|
5. |
PRICE BID (Step-4) :- Price
should be quoted as per tender document.
|
|
6. |
MODE OF SUBMISSION OF TENDER :-
|
|
|
i) |
All separately sealed envelopes /
covers in duplicate containing necessary documents shall have to be
suitably superscribed as "EMD-Step-I / must conditons - Step-II /
Techno-commercial Bid - Step-III/ Price Bid - Step-IV" original /
duplicate as the case may be and shall be at reference to the name of the
work and Notice Inviting Tender (NIT) No.

|
ii) |
All the above 4 (four) nos. sealed
envelops (as mentioned in SL. No. 4i) should be kept in a common sealed
envelope must be superscribed with reference to the name of the work,
Notice Inviting Tender (NIT), Date of opening of the Tender and name of the
tender should be dropped in "TENDER BOX" kept in the office of the
Genl. Supdt. (Power Plant) at the second floor of G.M. (P.P) Building, DPPS.

|
iii) |
Tenders which propose any
alteration in the scope of work or in the time allowed for carrying out the
work or which contain any deviation whether Technical or Commercial will be
liable for rejection. Conditional Tender are also liable to be rejected.
|
|
|
iv) |
The Tender shall be submitted in
person in the manner as mentioned above (SL. No. -4ii), Tenders submitted
by post or telegraphic etc. shall not be entertained. The Tenders received
after the due date and time of opening are liable to be rejected.
|
|
|
v) |
All the cost and expenses
incidental to the submission of the tender, discussions, conferences if any
shall be to the account of the tenderer irrespective of whether the Tender
is accepted or not and the owner shall bear no liability whatsoever on such
cost and expenses.
|
|
|
vi) |
The Tender submitted by a Tenderer
shall become the property of DPL and DPL shall have no obligation to return
the same to the tenderer.
|
|
7. |
OPENING OF THE TENDER :-
|
|
|
The last date for purchase of
tender paper and the date of opening of tender are as follows :
|
|
|
|
a) |
Sale of tender paper |
- up to 26-07-08 during working hours from
1000 hrs. to 1400 hrs.
|
|
b) |
Cost of Tender Paper |
- Rs.10,000.00 + VAT as applicable.
|
|
c) |
Pre-Bid meeting |
- on 11-8-08 at 1130 hrs. at the Conference
Room of DPPS/DPL.
|
|
d) |
Last date of submission of offer |
- on 25-8-08 up to 1330 hrs. (Step-I to IV)
|
|
e) |
Date of opening of Step-I & Step-II |
- on 25-8-08 at 1530 hrs. at the Conference
Room of DPPS/DPL.
|
|
|
|
i) |
The tenders shall be
opened in the presence of representatives of the Tenderers the time and
date are set for opening of Tender as specify hereunder or in case any
extension has been given thereto on the extended Tender opening date and
time notified to all the Tenderers who have purchased the Tender documents.
Tenderer's authorized representatives (up to two person) may attend the
opening.

|
ii) |
The date and time of
opening of Step-I and Step-II. Tender is as per NIT. After opening the main
cover, the envelope containing EMD shall be opened first and qualifying
requirement (Step-II) offer original and duplicate shall be opened if EMD
of requisite amount and in proper mode have been submitted by the Tenderer.
|
|
|
iii) |
Techno-Commercial
qualification (Step-III) shall be opened subsequently at a later date whose
Part-II. Tenders have been approved and accepted by DPL. The due date and
time of opening of Step-III shall be intimated in due time.
|
|
|
iv) |
The price Bid (Step-IV) of
the tender will be opened on at a latter date whose Techno-Commercial
qualification / Bid (Step-III) have been approved and accepted by DPL and
date of opening of the same will be intimated to the successful tenderer
only.

|
8. |
EVALUATION OF TENDER :-
|
|
|
i) |
Issuance of Tender
documents will not be construed to mean that such tenderers are
automatically considered qualified for the entire Tender process.
|
|
|
ii) |
The owner reserves the
right to itself to accept any Tender or reject any or all Tenders or cancel
/ withdraw the invitation for Tender without assigning any reason for such
decision. Such decision by the owner shall not be subject to question by
any Tenderer and the owner shall bear no liability consequent upon such
decision and the Tender shall have no claim in this regard against DPL.

|
iii) |
Evaluation by DPL shall be
based on the information and documentary evidence submitted by the Tenderer
in response to the Tender documents. The requirement as stipulated in the
tender documents are the minimum and DPL, has the right to request for
additional informatin and also reserves its right to reject any tender, if
the opinion of DPL the qualification data / documentary evidence submitted
by the tenderer is incomplete or tenderer is found not qualified to
satisfactorily perform the work. DPL reserve the right to reject any tender
if the tenderer is found to be qualified by giving incorrect and false
information.

|
iv) |
Not withstanding any thing
stated above or elsewhere, DPL reserves the right to asses the capability
and capacity of the tenderer, should be circumstances warrant such
assessment in the overall interest of the DPL.
|
|
9. |
VALIDITY OF TENDER :-
|
|
|
i) |
The tender submitted
should be valid for 6 (six) months from the date of opening of the PRICE
BID (Part-IV).
|
|
10. |
CANCELLATION /
REJECTION OF TENDER :-
|
|
|
i) |
Any tender not
accompanying the legible requisite papers / documents as stipulated in the
tender documents duly authenticated by the Bidder / Authorised Signatory
shall summarily be rejected. |
