: 1.Tender may be submitted directly to the Office of Manager (Admn.) at DPL, Durgapur-713 201. 2. Sr. Manager (Corporate). The D.P.Ltd, 1, Shakespeare Sarani, Kolkata 700071. Tender is to be submitted to the above Department through Courier Service / Postal Service also. No Tender will be received after due date and time and mentioned above.
   

 

 

 

 

SUBMISSION OF TENDER

: The Tender to be submitted in 4 Parts as mentioned below:-
 
 I) 1st part should contain E.M.D

 II) 2nd part should contain "MUST CONDITIONS"

 III) 3rd part should contain all Technical & Commercial Aspects.

 IV) 4th part should contain Price Bid only.
 
 Details are given in Tender Documents. All individual 4-part should be covered in one envelope mentioning the Tender No. & Due Date, and addressed to the Manager (Admin), New Administrative Building, D.P.Ltd., Durgapur-1 within the schedule date & time and may be submitted at any offices as stated above.
 

 

DATE & TIME OF OPENING OF 1ST PART & 2ND PART

: 30.09.2008 at 12.00 Hrs. in the Chamber of Manager (Admn.), DPL.
 

 

PLACE OF OPENING

: Office of the Manager (Admn.), DPL, New Administrative Building,     Durgapur -713 201.
   

 

PRICE OF TENDER DOCUMENTS

: Rs. 1,000/- (Rupees One thousand) + VAT as applicable to be deposited in Cash Counter at DPL, Durgapur with the consent of Manger (Admn.), DPL.
 

TERMS & CONDITIONS FOR 1ST PART i.e. EMD.
 

1.1

Earnest Money of Rs. 1,00,000.00 (Rupees One lakh) only in the form of Bank Draft / Bank Guarantee on any Nationalized Bank (No other Form of EMD will be accepted) have in the furnished in Sealed Envelope mentioning the subject " EARNEST MONEY" on the top of the envelope. The Earnest Money is to be deposited in favour of "The Durgapur Projects Limited" payable at Durgapur, if is is submitted in the form of Bank Draft.
 

1.2

Please not that without Earnest Money no Tender will be considered as valid in that case other parts of the Tender will not be opened.
 

1.3

The Earnest Money of the successful Tenderer will be adjusted towards Security Deposit. However, the Earnest Money submitted by unsuccessful Tenderer will be refunded / returned to them (without any interest).
 

Instruction of making 1st Part Bid
 

A covering letter in Bidders' Letter Head Pad along with Earnest Money should be closed and sealed.
 

TERMS & CONDITIONS FOR 2ND PART i.e. Most Conditions
 

1.

The Bidder must have Service Tax Registration with the Central Excise Department for the Service Tax Payment, if applicable.
 

2.

The Bidder must have PAN Card, Trade Licence & Professional Tax Valid Registration No.
 

3.

Employees' Provident Fund, Compliance of EPF Scheme for the Workers engaged by the Contractor will be applicable as per Rules and EPF Code No. (if available) may be confirmed.
 

4.

Contract Labour Regulation / Abolition Act, 1970 : Compliance of Contract Labour Regulation / Abolition Act, 1970 and Rules made thereunder may be confirmed.
 

5.

Financial Background : The Bidder must have sound financial background supported by Financial Soundness Certificate from the Bankers or Audited Annual Accounts for the last years.
 

6.

All the workmen are to be covered under the E.S.I. Scheme and for that E.S.I. Registration No. is essential and require to be furnished with the bid.
 

7.

The Bidder shall have to bear all charges for running of the Buses including a) Wages, Allowance & other emoluments including P.F., Gratuity, Bonus etc. as applicable to the Drivers, Conductors and other Staff engaged for the purpose of running of the Buses.
 

Instruction of making 2nd Part Bid:
 

1.

Documentary Evidences to be submitted against SI No. 1,2,5 & 6 above.
 

2.

A brief compliance report to be submitted against SI No. 3 & 4 above.
 

3.

A covering letter in the bidders' Letter Head Pad mentioning the above points should be closed and sealed.
 

TERMS & CONDITIONS FOR 3 RD PART i.e. TECHNO COMMERCIAL ASPECTS
 

1.

CREDENTIAL
 

The transporter should have credential for the similar type of service as mentioned below:-
 

The bidder should have deployed minimum 4 (Four) Nos. of Big Buses in a single contract for a minimum period of 12 (Twelve) months in Government / PSU / Reputed Private Organization within last 03 years.
 

2.

CONDITIONS OF VEHICLE
 

For engagement of Big Buses shall have minimum 50(Fifty) Passenger Seats having with Chair-type cushioned seats (including Driver, Helper & Cleaner Seats) and Seats shall be in very good condition. The Bus so provided should obtain the contract carriage permit from the Secretary R.T.A., Burdwan and should also have been the commercial permit.
 

3.

Following conditions are to be fulfilled during the contractual period :-
 

3.1

Payment will be made against monthly bills, in triplicate along with an advance stamped receipt to be submitted by the contractor after completion of each month.
 

3.2

For Bus Service, extra trips other than the trips, mentioned in the enclosed schedules, may have to be undertaken at negotiated rates, if requires.
 

3.3

In addition to a Driver, an attendant will have to be provided in each vehicle.
 

3.4

Fuel and Lubricants etc. will have to be supplied initially by the Contractor.
 

3.5

For Bus Services, time schedules will have to be strictly followed for which daily Log Sheet will have to be maintained and special care will have to be taken to maintain the time schedules for the trips to be made for the Officers and Staff of DPL and for these trips the Log Sheet will have to be got signed by our staff of Administrative Department.
 

3.6

For Bus Services penalty will be imposed at the rate of Rs. 10/- per minute of late running of buses and at the gate of Rs. 500/- per trip for default of trip.
  

3.7

It will be the responsibility of the attendants of the buses to check the bus passes regularly and in ensure that no one without a valid pass travels in any of the buses.
 

3.8

If any property of the Company is damaged by the Contractor due to any accident the same has to be made good at his own cost.
 

3.9

All the Buses should have been carried with painting and marking at the top "ENGAGED IN DPL'S DUTY".
 

4.1

The List of Vehicles so engaged to be given to be Manager (Admn.) and except for break down for a specific period the listed vehicles so engaged should not be withdrawn.
 

4.2

The replace vehicle so placed to be informed to the Administrative Wing in writing.
 

4.3

The Buses shall give and average mileage of 4 KM per Ltr. of Diesel.
 

4.4

The year of manufacturer of Buses shall not be earlier than 1st January 2003.
 

4.5

A penalty of Rs. 1,000/- shall be imposed if any valid complaint from passengers regarding water - leakage per day per Bus.
 

4.6

All front tyres shall have to be original end not retreated.
 

4.7

All Buses shall be equipped with a Spare Wheel, a Set of Tool Box, First - Aid - Box and other necessary requisites.
 

4.8

The milometers of the Buses must be maintained in proper working condition all the time, Drivers' Car Diary (DCD) shall have to be maintained for each  Bus and the total KM covered by the Bus on Daily-Basis should be recorded in the Diary duly signed by the Authorized Representation of the Manager (Admn.), D.P.Ltd.
  

4.9

The proper Log Book shall have to be maintained of each journey along with KM and destination, which shall be required at the time of submission of Bill in each month.
 

4.10

The Driver of the Buses should have minimum 5 years Bus Driving Licence and Bus Badges, the Bio-Data of each Driver should have to be submitted to the Executing Authority along with the Original Bus Papers with Xerox Copies related to Bus shall also to be produced before placement of the Bus in the Route.
 

5.

Duration of the contract will be for a period of one year and the same may be extended for another year in one or more installments at the same rate and on the same terms and conditions at the discretion of the Company.
 

6.

The contract may be terminated by one month's notice if the performance of the contractor is not found to be satisfactory by DPL. Management with or without forfeiture of the Caution / Security Money in full or in part as circumstances will warrant and in this respect decision of the DPL Management will be final.
 

7.

If there is any occasion to issue three warnings for unsatisfactory performance of Contractor, the Company will be at liberty to terminate the contract on 24 Hrs. Notice with forfeiture of the Security Deposit / Caution Money in full.
 

8.

An agreement on Non-Judicial Stamp Paper will have to be executed for the contract.
 

9.

During or beyond the duty hours Buses may be parked near the Old Civil Stores at Ambagan at DPL. Township but in no case within the restricted areas of Plant & Official Complex of DPL.
 

10.

The tenderer must have his own office within the area of Durgapur Locality or nearly DPL having with Public Telephone Connection at his own Cost. The representative of the Tenderer must be easily available for attending to any complaint.
 

Instruction of making 3rd Part Bid:
  

1.

A Covering Letter in the Bidders' Letter Head Pad mentioning the above points to be furnished.
 

2.

Documentary evidences against SI No. 1 & 2 above must be produced.
 

3.

A statement about Compliance of the different terms & conditions as mentioned in SI Nos. 3,4,5,6,7 & 8 should be made.
 

4.

The envelope containing the above should be closed and sealed.
 

TERMS & CONDITIONS FOR 4th PART i.e. PRICE BID
 

1.

Basic of Rate : Following points are to be noted before making Price Bid:-
 

A) For Buses to be engaged for General Employees and their School going Children
 

All the rates should be inclusive of the cost of fuel and lubricants, daily hire charges including salaries, wages and allowances (if any) of your employees, the existing rates of road tax, insurance etc. The mileage  for fuel consumption for standard Bus should be treated as 1 (one) Ltr. Diesel per 4 (Four) KM of RUN for big Buses and 7 (Seven) KM RUN for 1 (one) No. Maxy Mini Bus and the mileage for Mobil consumption is 1 (one) Liter of 100 KM journey -
  

2.

In case of engagement of Buses, the increase / decrease in ordered value due to the charges of cost Fuel & Lubricants, may be accepted by DPL as and when require basis.
 

3.

The rate should be valid at least for 90 days.
 

4.

The rates should be quoted for different vehicles considering the above points in the following manner:-
 

i) Rate of 7(Seven) No. of Buses separately per bus per day (dry)
 

ii) Rate of 1(One) No. Luxury Mini Bus per day (dry).
  

B) Terms of Payment of Bills:-
 

a) Bus Fare                  : - Per Bus per day.
 

b) Cost of Fuel             : - (i) Total KM Run - 4 x Cost of Fuel for big Buses.
                                     (ii) Total KM Run - 7 x  Cost of Fuel for Mini Bus.
 

c) Cost of Mobil            : - Total KM Run + 100 x Cost of Mobil
 

3 (Three) Nos. Buses would be provided on Sunday, prior information would be given if more Buses are required.
 

C)

The Party shall have to be submitted Bills stating the amount of hire charges for each month to the Manager (Admn.), DPL for making necessary arrangement for payment. The Bill will be settled on the basis of Daily Report received form the Security posted at Main Gate of DPL or from the Record of Registered maintained by the Party duly signed and stamped by the Security Officer, DPL.
 

Instruction of making 4th Part Bid:
  

1.

A covering letter in the Bidders Letter Head Pad mentioning compliance against the points at SI. No. 2 & 3 should be made.
 

2.

The rate are to be quoted strictly as per manner shown at SI. No. 4.
  

3.

The envelope containing the above should be closed and sealed.
