Sealed tenders in duplicable in four part bid system are invited from the bonafide contractors having experience in the maintenance of power plant electrical system of capacity 110 MW above for at least five years. The bidder must have executed the same type of job of work order value not less than Rs. 10,00,000.00 yearly (Rupees ten lakhs) only.
 

The cost of tender paper is Rs. 2000.00 (Rupees two thousand) only plus VAT (Nonrefundable)

Earnest Money Deposit

The earnest money of value equivalent to 2% of the quoted price is to be deposited along with the tender paper in the form Bank draft / pay order or Bank Guarantee in favour of The Durgapur Projects Limited payable at Durgapur on any Nationalised bank or any reputed bank having branch having branch office at Durgapur in a separate sealed cover mentioning Earnest Money for Tender notice No., Name of the job and Date of opening. The Bank Guarantee for earnest money should be valid for twelve months from the date of opening of the tender paper. No interest will be paid for EMD. The EMD of the unsuccessful bidder will be refunded after the finalisation of the tender.

Filling of Tender

:

Tender for the work will be received in four parts i.e. Part-I, Part-II, Part-III & Part-IV each in separate sealed cover superscribing the name of the work & NIT no.
    

a) Part-I shall contain the bank draft / pay order or Bank Guarantee against the Earnest Money.
b) Part-II shall contain Qualifying criteria
c) Part-III shall contain Techno-commercial bid.
d) Part-IV shall consist of price bid which will be opened at a later date for the bidders who qualify in Part-I, Part-II and Part-III.
    

All of the three sealed covers Part-I, Part-II, Part-III & Part-IV shall be put under another cover duly sealed superscribing with Tender Notice No., Name of the work & addressed to The General Manager (Power Plant), 7^th unit cell, The Durgapur Projects Ltd, Durgapur-713202.
Tender papers shall be submitted in duplicate.   

(A) Preamble :
     

The Durgapur Projects Power Station has added 1 x 300 MW, 7^th Unit extension to its 401 MW Power Station. The unit was commissioned and commercial operation was declared in the month of April 2008. The unit is generating 300 MW and contribution to DPL's own commending area and State Grid. The Main plant is constructed on turnkey basin by M/s. Dongfang Electric Corporation, P.R. China, The Durgapur Protects Limited intents to engage external agency for the job of preventive & break down maintenance in the area of Electrical part on annual contract basis. The area includes switchyard control building, 220 KV & 133 KV Switch Yard, Transformer Yard, FO Pump house, Compressor house, Diesel Generator house, Softening Plant, CW Pump house, Main Power house and outdoor illumination system.
    

(B) SCOPE OF WORK:
    

i)

Cleaning of all the electrical equipments, cable trench, cable alley.
   

ii)

Maintenance of IIT Motors, LT Motors - Greasing, Lubricating oil top up measurement of vibration, bearing temp, torminal tightness checking, checking of insulation, measurement of winding resistance & inductance, Measurement of I.R. & P.I. Values, Heat run arrangement, Checking of motor space heater and its circuits.
  

iii)

Checking of all the transformers (370 MVA GT, 35 MVA ST, & all components related to their Marshalling boxes. 160 MVA AT, 25 MVA UAT - 2 nos. Dry type transformer of rating up to 2000 KVA) -  oil filtration silica gel replacement, testing of oil (From certified institutions like-CPRI, Power Grid), Cooler cleaning & maintenance, topping up of transformer oil, shifting of transformer oil drum from store to the location, measurement of PI, Cooler Control & tap changer mechanism checking, cleaning of Dry type / Oil type transformers, Checking of temperature indicators, tightness checking, measurement of earth resistance. Maintenance of cooling fans & motors is to be done.
  

iv)

Maintenance of 6.6 KV & 415 V switch gear - Unit bus, Station bus, 6.6 KV & 415 V boards - cleaning of Panels, breakers, bus bars, checking of control circuits, replacement of electrical accessories viz. damaged / burnt out bus bar jumpers, close /trip coils, breakers poles, adjustment of mechanism, checking of time of operation of the breaker, Cycle test, measurement of control resistances, checking & testing of protection relays.
  

v)

Maintenance of illumination in the Main Power house, balance of plants, approach road & surroundings - This includes checking of DBs, incoming source, checking & replacement of fittings, luminaries & accessories, cleaning of reflector, glass covers, fittings, checking, rectification & replacement of cables, wires etc. including checking & maintenance of receptacles. 
  

vi)

Maintenance of 220 KV / 132 KV Switchyard - Checking & alignment correction of isolators CB's Earth Switch CTs, CVTs and LAs. Checking of Control Circuits, Fitting of SF₆ gas. Trouble shooting of mechanical as well as electrical problem of breakers & isolators. Replacement of equipments where necessary like defective connectors / breaker pads etc. measurement of Earth resistance. Thorough cleaning of all porcelain dustings/insulators is to be done also.
   

vii)

Checking of control wires/ cables from fields, breakers to Electrical Distribution Management system panel & DCS panel.
  

viii)

Testing of CTS PTS Voltmeters/Ammeters, protective relays of 6.6 KV, 415V switchgear, Testing of CTs, CVTs, LAs, CB's of 220 KV/132 KV switchgears.
   

ix)

Maintenance of battery 1875 AH X 2 sets. 490 AH X 2 Sets, 100 AH x 2.20 AH x 2 & its charges in the main power house & switchyard control building, there are 2 sets of Plants type batteries & 2 sets of Ni-Cadmium type batteries. Maintenance of UPS system in the Main Power House & in the switchyard control room Periodical Checking of Specific Gravity, cell voltage, electrical components.
  

x)

Maintenance of electrical components of EOT Crane, electrical hoists of Main Power House & balance of plants.
    

xi)

Checking, Testing & maintenance of motor operated valve of the antire power house & balance of plants, This job includes electrical control circuitry checking, limit switch torque switch setting and mechanical checking of the actuators. Replacement of defective parts is to be done also.
   

xii)

Maintenance of Generator-  Checking & cleaning of carbon brush of Generator exciter Segregated bus duct & its compressed air system. Testing & maintenance  of Generator CT's PTs, Neutral grounding trafo etc. Measurement of insulation resistance of Generator & arrangement of heat run. Replacement worn-out carbon brushes by new ones & fixing of the same. Maintenance job of electrical equipments related to H₂ gas plant & seal oil plant are to be carried out.
    

xiii)

Maintenance of Diesel Generator sets - 2 nos. - Checking of electrical portion including generators battery cells, panels, control circuits etc.
   

xiv)

Maintenance of electrical equipments in balance of plant area including CW Pump House, FO Pump House, Compressors house, softening plant, chemical dosing plant - checking of all electrical circuitry & equipments.
     

xv)

Electrical checking of power house lift, boiler Drum lift, Mill Building lift, Chimney lift, including statutory testing by the competent authority.
    

xvi)

Checking & maintenance of the following panels -

A.

Synchronizer

B.

Transducer & energy meter panel

C.

HSBT device (High speed bus transfer device)

D.

Disturbance recorder.

xvii)

This scope also includes other electrical areas which are minor in nature and have not been mentioned in the above points.
  

(C) General Terms and Conditions :
  

1)

The contractor is to follow the prevailing system of engaging manpower at the site.
  

2)

The Contractor's Supervisor must have sufficient experience in power plant field instruments. Before engagement of the contractor's supervisor DPL will take interview of the persons to be engaged.
  

3)

The Contractor will arrange Insurance coverage for their persons who will be working at site.
  

4)

No conveyance or accommodation will be provided to the Contractor during the period of contract.
  

5)

The job is for round the clock and maintenance people must be available in each shift including holidays. The Contractor is to arrange everything from their resource to executed the job.
  

6)

The contractor is to clear any doubt before submission of the bid. The work order once finalised will be changed.
  

7)

The bidders will arrange their own security at the site.
  

8)

Tools/Tackles necessary for the maintenance are in the scope of the contractor.
  

9)

Access to the work site arrangement of Scaffolding shall be arranged by the contractor at his own cost. Any preparation work for carrying out the job and incidental charges involved will be born by the contractor.
   

10)

The bidders are requested to visit the site to assess the field condition and the job involvement before bid submission.
  

11)

Field of work includes entire electrical system in Main Power Plant area, Compressor House, Fuel Oil Pump house, CW Pump House, Water Softening Plant, Chemical Dosing Plant, outdoor illumination etc. Only DM Water Plant and Coal Handling Plant are excluded from the field of work.
   

12)

Maintenance of the equipments, Panels, JBs etc. means cleaning, calibration, minor repair and minor modifications as and when required. Maintenance is to be done following a periodic schedule under the guidance of the representative of DPL. However problems/faults to be attended detected and rectified on emergency situations. During capital overhauling maintenance will be done following the Master Maintenance Schedule as well as the Departmental Maintenance Schedule.
  

13)

The contractor will be responsible for the transportation of material from the store within the plant premises.
  

(D) Cancellations or Rejection of Tender :-
  

Any tender not accompanying the legible requisite paper/documents as stipulated in the tender document will be summarily rejected. The DPL reserve the right to cancel any tender/tenders without assigning any reason thereof.
  

(E) Penalty : -
  

In case the contractor's performance is found not satisfactory the contract will be terminated with the forfeiture of EMD.
  

(F) Payment Terms : -
  

95% payment for each month will be paid against the submission of proforma invoice. The balance 5% will be paid after the expiry of the contract period. The price for the whole period of contract will remain firm.
  

(G) Taxes & Duties : -
  

Any statutory taxes & duties as applicable will be paid at actual to the submission of proper document.
