01.

All the technical details with commercial terms and conditions including pre-qualifying conditions, E.M.D. etc. should be submitted in the Part-I (Techno Commercial Bid). Part-II (Price Bid) should contain only the PRICE. The Techno Commercial Bid (Part-I)  and Price Bid (Part-II) should be submitted in separate Sealed Covers duly super scribed with NIB No., Opening Date and item name. Both the envelopes containing ‘Part I’ & ‘Part-II’ to be submitted in a single bigger sealed cover super scribing the NIB number and date of opening.

Bid documents may be collected from Commercial Department at the above address on payment of Bid fee of Rs.2000/- by DD drawn in favour of  Hindustan Paper Corporation Ltd issued by any scheduled commercial bank payable at Guwahati / SBI,Sonakuchi / Canara Bank, Jagiroad. The intending bidders who download the bid documents from website, must furnish  the Bid fee positively along with the Techno-commercial bid. Otherwise their bids are liable to be rejected outright.

EMD for Rs.50000/- applicable against particular tender  in the form of D.D./ Banker’s cheque drawn in favour of  Hindustan Paper Corporation Ltd., issued by any Scheduled Commercial Bank payable at Guwahati /SBI,Sonakuchi /   Canara Bank, Jagiroad  must accompany  with the Techno - Commercial   bid. Bid received without EMD will summarily be rejected. HPC Ltd will not entertain any request for adjusting EMD from the tenderer’s due/ running bills or from the EMD/ SD of any other dues of the bidder.

Bidder’s Profile (as per enclosed format) duly filled in with signature and seal must be submitted along-with the TECHNO-COMMERCIAL BID. Price Bid of only those bidders whose Techno-Commercial bids meet all the pre-qualifying conditions of NIB will be opened on a later date. In case of any holiday / Bundh, bid opening shall take place on next working day.

All cost elements as mentioned in the  format for price bid Part-II are to be clearly recorded failing which the offer would not be considered and the same would be summarily rejected Bidders who will quote the basic price inclusive of P&F, CED, ST/ VAT, Freight & Insurance etc will not be considered.
              

06.

Corporation reserves the right to accept or reject any or all the bids without assigning any   reason whatsoever and  to increase / reduce the quantity or to split the  order(s) on more than one bidder as per requirement  at the discretion of the Management.
         

07. HPC  will not  be responsible for postal or any other delay in submission of bid on the due date and  time.
