10.a)
|
ELIGIBILITY
CONDITIONS [ FOR HDD WORKS] :
|
|
|
The
contractors should have valid Contract license for civil works
issued by CPWD/State PWD/
Irrigation & Railway Department etc.
|
|
I)
|
The
Contractor should be in a position to execute the work in
narrow lanes of cities areas.
|
|
II)
|
The
Contractor should have the ownership of minimum one HDD
machines and accessories.
|
|
III)
|
The
Contractor should have executed HDD works of minimum 10 Kms in
last 2(two) years.
|
|
10.b)
|
ELIGIBILITY
CONDITIONS FOR PLB DUCT LAYING & ASSOCIATED WORKS
|
|
a)
|
Registered
Contractors of category “C” and above are eligible to
participate in the NIT.
|
|
b)
|
Contractors
having Experience in OFC/Underground Cable laying, irrigation,
railways, road and building work with sound financial
condition can take part in the tender. A Certificate to this
effect issued by an Officer not below the rank of Executive
Engineer/ Divisional Engineer should be enclosed along with
the Bid document.
|
|
c)
|
The
Contractors should have valid category contract license for
civil works issued by CPWD/ State PWD/ Irrigation/ Railway
Departments etc. and must satisfy all other conditions
stipulated in the tender document. BSNL Empanelled Contractors
of A1,A,B,C & D category are also eligible to participate
in the NIT.
|
|
d)
|
Each
bidder can participate for maximum 2 (TWO) sections only. Bidders having excavator machines can participate for
maximum 3 (THREE) sections. Documents in support of
ownership of escalator/excavator should be submitted along
with the bid documents.
|
|
e)
|
Contractors
who have work in hand in any division under the jurisdiction
of DGM, TP, Sambalpur and not completed the same within the
scheduled period are not eligible to participate in the
tender.
|
|
f)
|
The
tenderer should submit valid EPF Code Book along with Bid
document or, that must be produced by L1
bidder prior to agreement.
|
|
g)
|
Contractors
whose performance was unsatisfactory during the last one year
in any division under the jurisdiction of DGM, Telecom
Project, Sambalpur are not eligible to participate in the
tender.
|
|
11.
|
The
bidders must satisfy all the conditions and submit the
required documents mentioned in the bid document.
|
|
12.
|
The
tenderers have to apply in their letterheads specifying the
name of the works for issue of tender papers.
|
|
13.
|
Time
is the essence of work contract. The tenderers who are certain
to complete the works within the stipulated time as mentioned
in the tender document and NIT need only participate in this
tender.
|
|
14.
|
The
tenderers have to fulfill the eligibility conditions as laid
down in the Qualifying Bid for opening of their Financial Bid
documents.
|
|
15.
|
Tender
Papers of such agencies whose performance in DOT/BSNL have
been unsatisfactory will be rejected. Decision of DGM, TP,
Sambalpur in this regard will be final and binding.
|
|
16.
|
Tender
document, not accompanied
by the
requisite Bid
Security (EMD) shall be summarily rejected.
|
|
17.
|
Contractors/
Agencies not fulfilling the eligibility conditions need not
take part in the tender. Taking part in the tender without
fulfilling the eligibility conditions will be at their risk
only.
|
|
18.
|
Tenders
will not be accepted / received after expiry of due date and
time.
|
|
19.
|
Conditional
Tenders will not be accepted.
|
|
20.
|
The
DGM Telecom Project, Sambalpur reserves the right to reject
any or all tenders, in part
or whole without assigning any reason thereof.
|
|
21.
|
The
approved bidder in Sl. No.1 to 7 shall obtain/process at his
own cost all easements, permits and licences necessary to do
work, however the payment to the concerned authorities shall
provided by BSNL against the demand note/estimate raised by
the concerned department for the following: -
|
|
|
i)
“Right
to User” easements and permits.
ii) Railway & Highway crossing
permits including bridge.
iii) Canal/Stream crossing permits.
|
|
|
They
shall pursue the case on a continuous basis and get the
permission in the shortest time. No separate processing
charges will be applicable for getting permission. Other
details specified in the tender document.
