Properly Wax/PVC tape Sealed percentage tenders are invited from reputed financially sound bidders by the Divisional Engineer Telecom, BSNL, Microwave Project,11,Nayapally, Bhubaneswar-12 on behalf of the BHARAT SANCHAR NIGAM LIMITED for Laying PLB pipe and Associated Works by Open Trench Method & Optical Fiber Cable pulling / blowing works under the jurisdiction of Divisional Engineer, BSNL,M/W Project, Bhubaneswar-12. Bidders are requested to visit the work sites prior to participate in the tender. Bidders should submit separate tender form for each section.

In the event of date of opening of tender being found to be a declared holiday by Central Govt. or “Bandh” called by recognized political party, the date of opening will be the next working day at the same time and venue.
    

Eligibility Criteria of the Bidder:-

One bidder is eligible to purchase bid documents for 2 (two) sections in a route and up to 4 (four) documents for the whole tender subject to a maximum work length of 22 Km. in the whole tender.
   

All the 3 (three) envelopes marked A,B & C containing the under-mentioned documents should be enclosed in another (4^th ) envelope. They should be super-scribed with “NIT No., Name of the OFC work, Section No., Category of work, Name of Division and Address of the Bidder”. Tender document duly filled in, along with EMD and all requisite documents should be sealed properly (by PVC tape/sealing materials) in a big envelope super scribed with which will contain three individual envelopes as below: -
    

(A)

Envelope marked A should contain EMD draft and cost of tender document if it is downloaded from website,
  

(B)

Envelope marked B should contain documents required to be submitted along with the bid as per Clause no. 7, Section IV of the bid documents except the bid security.
      

(C)

Envelope marked C should contain Financial Bid of the schedule. If any of the first two envelopes are found not meeting the requirements by the evaluation committee, envelope marked as no. 3 will not be opened and tender paper will be treated as cancelled.  
   

The bidder has to submit the whole bid document in second envelope along with attested photo copy of the documents stated in the clause no. 7 (Section IV) of the bid document to qualify the bidder’s eligibility and qualification criteria. EMD stated in clause no. 7(i) (Section IV) is to be submitted in a separate envelope as stated below.
  

The Bidder has to fulfill the eligibility conditions as laid down in Clause No. 7 (Section IV of the bid document).
     

The earnest money should be deposited in the form of bank draft drawn from scheduled /nationalized bank in favor of “ACCOUNTS OFFICER”, BSNL, MICROWAVE PROJECT BHUBANESWAR payable at Bhubaneswar and to be attached along with the tender paper. The Bidder, not attaching the bank draft along with the tender will not be entertained.
     

Successful bidder has to make an agreement with Divisional Engineer of said division after getting approval from competent authority and the concerned Divisional Engineer will issue work order in their respective jurisdiction for executing the work.
     

Right to accept or reject any tender, in part or in full without assigning any reason whatsoever is reserved by the Divisional Engineer Telecom, Microwave Project, BSNL,  Bhubaneswar.
