BRIEF NOTE ON THE DURGAPUR PROJECTS HOSPITAL
|
|
1.
|
Preamble: The Durgapur Projects Limited was incorporated on 6th
September, 1961, as a Government Company and owned by the Government
of West Bengal. It consists of Thermal Power Plant, Coke Oven
Batteries, Bye-products Plant, Gas Grid Project, Water Works and a
large township including a 106 Bed Hospital. It is presently under the
administrative control of the Department of Power and Non-Conventional
Energy Sources, Government of West Bengal. It has all along been
engaged in the process of development and maintenance of
infrastructural facilities in Durgapur for Industries as
well as residents of Durgapur and was given the stature of an
‘Industry for Industries’. The
employees’ strength as on 31.03.2010 was 4102. The Paid
Up Share capital of the Company is Rs 1001 Crores.

Activities :
|
|
a)
|
Generation
of power from its
seven power units with an aggregate capacity of 665 M.W and its
distribution at 11KV, 33KV and 132 KV in its licensed
area and
transmit the surplus power through the State
Grid.
|
|
b)
|
Production of
Metallurgical Coke of Blast Furnace, Foundries
etc, Coke Oven Gas as industrial fuel and Crude Coal Tar
available from its Recovery type of Coke Oven Batteries.

c)
|
Treatment
and distribution of water for drinking and industrial use.
|
|
3.
|
Location: The
Company’s Plants and Administrative Offices are located within
3 km from Durgapur Railway Station and 1 km from the G. T. Road /
N.H.2.
|
|
4.
|
Hospital:
The “Hospital” is
situated on the Bank of River Damodar adjoining the Company’s
Township within 2 KM from Durgapur Railway Station and 5 KMs from
N.H-2 (G.T. Road) with substantial expansion potential.
|
|
5.
|
Hospital
Building and Infrastructures: The hospital premises is a sprawling
two storied three-part buildings ,comprising
of Five indoor wards, Emergency-cum–reception room,
Out-patient department, Pharmacy, Pathological laboratory, two X-Ray
rooms, one E.C.G. room, one Dressing room, one Operation Theatre, one
physiotherapy room, one labour room, kitchen and a medicine store. The
potential bed capacity of this hospital is one hundred and six.

Facilities
available In D.P. Hospital
|
|
|
The
patient service from the hospital is divided into many parts (i)
Emergency services. (ii) Out patient service(iii) Indoor Service, (iv)Pharmacy
(v) Dressing Room ,(vi)Injection
Room, (vii)Pathological lab,(vii) X-Ray,(ix) E.C.G. &(x)Physiotherapy
Unit.

One
full-fledged operation theatre is also being run, for surgical
operation of patient.
|
|
(i)
|
Emergency
services: It is an important part of the hospital where 01(one)
E.M.O. is always engaged round the clock in shift basis . To deal with
plant accident is the main purpose of the emergency wing, apart from
any sorts of emergency, medical care is rendered to the employees
there dependants and also to the outsider.
|
|
(ii)
|
Out-patient
doctor service is also available for employees and patient from
neighbouring areas in the following areas:

(a)
|
Indoor
Services: Regular full time doctors are available for indoor
patients, one in Surgery, two in Medicine and G & O deptt., apart
from which services of part time specialist doctors also available for
indoor patient as and when required for 100 beds.

(b)
|
Operation
Theatre: One operation theatre is there, mainly for general
surgical- operation and gynaecological operation.

|
Pharmacy:
A pharmacy is
being run in the D.P. Hospital to provide medicine to the outdoor
patients. The pharmacy is open for both halves of the day on general
shift basis, for out-door patients.

(d)
|
Physiotherapy
Unit: A
Physiotherapy Unit headed by one qualified physiotherapist is
maintained for both indoor and outdoor patients.
|
|
(e)
|
Pathological
Laboratory: The Pathological
Laboratory of the hospital is headed by our part-timer pathologist and
is assisted by four number of lab technicians. Tests like routine
blood ,routine urine, sputum, M.P., M.F., cholesterol, urea, ceretinie,
scrum uric acid, serum bilirubin, V.D.R.L. etc., are conducted in the
laboratory of the hospital.

(f)
|
X-Ray:
There are two number of X-Ray machines, both having capacity of 300 m.A.,
for indoor & outdoor patients of the hospital. The machines are
being run by only one part-time technician.

|
Purpose
of the Expression of Interest:
|
|
(a)
|
DPL
intends to form a Joint Venture as a Public Private Partnership with
an organisation
having experience in professionally managing large multi-facility
hospital and preferably having entered into similar type of joint
venture through Public Private Partnership route in any place in India
in respect of a hospital establishment with capacity of not less than
100 beds with OPD facility on daily basis.

(b)
|
The proposed Joint
Venture Company should own and maintain DPL’s existing Hospital which should continue to provide medical facilities
to employees and their dependants, the expenses for which shall be
borne by DPL through some agreed methodology. The Hospital should run
as a profit centre and may provide medical facilities on chargeable
basis to patients admitted indoor or at outdoor and also may develop
facilities which large hospitals usually provide to patients. DPL may
provide the infrastructure comprising land, building, all the
immovable properties available in the Hospital at a mutually agreed
value or through a mutually agreed manner.

(c)
|
The proportion of
partners’ ownership in the joint Venture
and representation in the policy making bodies may be
determined in a mutually agreed manner, however, the Management and
the day to day administration of the Hospital may remain
with the partner in the Joint Venture having experience in
Hospital Management.
|
|
(d)
|
The
existing employees of DPL placed in the Hospital shall continue in DPL
but their services, if so considered and to the extent required may be
utilized in the hospital to be managed by the proposed Joint Venture
Company.
|
|
(e)
|
Organisation running
hospitals with treatment facilities e.g. Cardiology, Neurology.
Oncology, Paediatrics, Urology & Nephrology.
|
|
|
|
|
|
