FEASIBILITY STUDY REPORTS FOR GAS BASED COMBINED CYCLE POWER PROJECTS

1.
|
The Durgapur Projects
Limited (DPL), an enterprise of government of West Bengal, intends to
set up 700 MWS Gas Based Combined Cycle Power Projects (CCPP) at
Durgapur in the District of Burdwan, West Bengal.
|
|
2.
|
DPL now
invites Expressions of Interest (EOI) to prequalify
Consultants/Consultancy Firms/Joint Ventures/Consortium through
Domestic Competitive Bidding (DCB) for preparation of
Feasibility Study Reports (FSR) for th above mentioned Project.
|
|
3.
|
Qualifying
Requirements of Consultants :
|
|
|
The Expressions of
Interest (EOI) are invited from the consultants meeting the minimum
qualifying requirements as mentioned below :
|
|
A)
|
A Bidder can be a
Domestic Company or a Consortium of a Domestic Company and a Foreign
Consultant having consultancy set up in India meeting the qualifying
requirements as stated below :
|
|
|
|
|
|
|
|
a)
|
Consultant should
have prepared at least one Feasibility Study Report/Detailed Project
Report for a Combined Cycle Power Project of capacity 300 MW or above.
|
|
|
b)
|
The Consultant shall
also have proven experience of providing Owner's Engineer services of
at least one Combined Cycle Power Plant (CCPP) of capacity 300 MW or
above which was commissioned and in operation during last 10
years.
|
|
|
c)
|
The Bidder should
have a minimum annual turnover of Rs.25 Crore or equivalent USD during
last two years.
|
|
4.
|
Other requirements for submission of
Expression of Interest (EOI) :
|
|
|
(i)
|
Copy of Certificate
of Incorporation.
|
|
|
(ii)
|
Income Tax Clearance
Certificate for the last three financial years.
|
|
|
(iii)
|
Service Tax Clearance
Certificate for the last three financial years.
|
|
|
(iv)
|
Full name and
nationality of the International Consultant in the event of a
Consortium.
|
|
|
(v)
|
Summary of similar
projects/assignments executed or under execution by the Firms (both
Domestic and International Consultants in case of Consortium).
|
|
|
(vi)
|
Last three years
Annual Reports of the Firms (both Domestic and International
Consultants in case of Consortium).
|
|
|
(vii)
|
The Expressions of
Interest (EOI) must be submitted in 3 (Three) Copies including one
Original in a sealed envelope clearly marked as below :
|
|
|
"EXPRESSION
OF INTEREST FOR CONSULTANCY SERVICES FOR PREPARATION OF FEASIBILITY
STUDY REPORTS (FSR) FOR GAS BASED 700 MW DPL CCPP".

And delivered not
later than 15.00 Hours on 31st August, 2010 (Tuesday) to the address
below :
