Sub : Job Contract for operation and maintenance of complete ESP of Unit-7 (1x300 MW) at DPPS, DPL for a period of One year. 
        

Sealed quotations (in duplicate) in four parts:- Part-1 (Deposition of requisite amount of Earnest Money), Part-2 (Relevant documents as a proof of qualifying criteria of the Tenderer), Part-3 (Techno-Commercial bid) and Part-4 (Price Bid) are invited from bonafide and resourceful contractor to undertake the abovementioned job mentioning NIT No. and opening date addressed to the General Manager (PP)/DPPS/The DPL. Tender paper (documents) will be available only from the office of the General Manager (PP)/DPPS/DPL, on all working day except Saturday, Sunday and Holiday from 11.00 A.M. to 4 P.M. on application to the GM (PP)/DGM (Elect)/Sr. Manager (Elect)/ Sr.Manager (Contract Cell)/DPPS and payment of Rs.7,500.00 (Rupees Seven Thousand and five hundred) only plus Taxes as applicable (Non-Refundable) to the cash section/The DPL, as the cost of tender paper. No tender paper will be issued or received by post, Intending bidders may visit the Work site at his own cost before submitting of offer to assess the quantum/nature of work and vis-a-vis employment/deployment of his own work force required for the proposed contract. Intending bidders must satisfy themselves with the Qualifying Requirements before purchase of Tender paper (documents).
   

(Qualifying Requirements)
   

Experience of at least 02 (Two) years in undertaking Annual Operation & Maintenance of Electrostatic Precipitator of 250 MW (or above) coal based Thermal Power Plant, executed during the period of last 7 (seven) years ending last day of month previous to the one in which the applications are invited. 
    

OR
    

Manufacturer with experience of Design, Engineering, Supply, Erection, Testing and Commissioning of ESP for coal based Thermal Power Plant of capacity 210 MW (or above). Such ESP should be in operation for at least 02 (Two) years during the period of last 07 (seven) years. 
    

The Bidders must have experience of having successfully completed similar works during last seven years ending last day of month previous to the one in which the applications are invited should be either of the following :

"Completed Works" means - the executed/completed portion of work order/AMC, even if the work has not been completed in totality (Subject to furnishing proof of executed value of the work in the form of certified copy of RA bills.).
   

A tolerance up to 5% of credential amount of 1.02(A), 1.02(B), 1.02(C) above may also be considered to take care marginal shortfall of the quantum of QR.
   

Financial Requirement : 
    

Bidders average Annual Financial Turnover during preceding 3 (three) financial years ending on 31.03.10 should be Rs.22,36,800/- or more as certified by an auditor. 
   

Certificate regarding Overall profitability & Cash profit as certified by Auditor /CA, including Annual Accounts & Balance Sheet of preceding 3 years ending on 31.03.10.
    

A latest Bank solvency certificate from a scheduled bank duly indicating the monetary limit.
   

OTHER RELEVANT CONDITIONS :
    

Earnest Money: Rs.1,50,000/- (One Lakh Fifty Thousand) only in the form of D/D OR Pay order in favour of "The Durgapur Projects Limited" Payable to Durgapur. The D/D or Pay order should be valid up to 6(Six) Months from the date of opening of Part-1.
   

OR

Rs.2,00,000/- (Two Lakh) only in the form of BG from any Nationalised Bank in favour of "The Durgapur Projects Limited" which should remain valid up to One year from the date of opening of Part-1.
   

Date of sale of tender paper: Extended upto 07.09.2010
   

Last date and time of submission of offer: Upto 14:00 hrs. of 15.09.2010 (Part-1, Part-2, Part-3 and Part-4)
    

Date and time of opening of tender : (PArt-1 & 2) - 15.09.2010 at. 15:30 hrs. 
  

(if the earnest money deposit in Part-1 is found to be in order as per NIT only then Part-2 will be opened)
   

Date and time of opening of Part-3 tender:- Will be informed to the eligible Parties.
   

Date and time of opening of Part-4 tender: - Will be informed to the eligible Parties. 
   

The validity of tender will remain effective for 6 (Six) months from the date of opening of Price - Bid of tender. 
   

In case due to unforeseen reasons the last ate of Sale of Tender paper or the date of submission or opening of Tender becomes a holiday or in case of any unavoidable circumstances whatsoever, in that event the same will be issued /received or opened in the next working date within the same time span/at the same time and venue.
   

Quotation without earnest money will not be accepted and will be rejected outright. SSI/NISC are not exempted from depositing earnest money. Offer through Fax or by Post will not be accepted. 
    

The DPL reserves the right to accept/reject any/all tender(s) or split the tender without assigning any reason whatsoever. The DPL does not bind itself to accept the lowest tender and qualification of tenderer will be adjudged as per sole discretion of The DPS authority.
