Name of Work – Preparation & Supply of Smart Card cum Medical Card for the staff of  Howrah Division.
    

Tender Notice Number – E/63/Smart Card of 2007-08 (open), Date of Opening : 29.6.07
  

In Description of Work  the following corrections and elaborations have been made :

Sl. No. A) should be read as –
  

A) Smart Card – PVC multi colour thermal printed cards each having a unique number. Colour photo & other personal details of the employee to be printed on the card itself. The personal details of the employee will be provided in hard copy. Digitisation of data, data capturing, printing and issuing has to be done by the winning bidder with free maintenance contract for 3 years. Barcode on the card will be printed as per railway supplied code based on employee Provident Fund Number / MICR Code (further this PF No can be encrypted before actual printing).
  

The Bar-coding must be done in the following format :

• Interleaved 2 of 5 ITF Barcode

The Barcode must be printed on the PVC card itself (adhesive stickers is not allowed). The Barcode must be masked (i.e hidden ) on the same print pass on the Card. This card must be having a protective transparent coating i.e scratch resistant.
  

Other technique in regard to Barcode Security, if adopted, should be explained to the tender issuing authority.
  

The Dimension of the Card will be as per ISO Standard i.e ISO 7810 - ID-1 format i.e a size of 85.60 Χ 53.98 mm (3.370 Χ 2.125 in). The thickness of the card must be 0.8 mm.
  

This card should be supplied with high quality jacket (external) and flat cord with running legend, “Eastern Railway, Howrah.”

ix)   Interfaces Supported -  should support any of these : USB, RS232, Keyboard Wedge and Wand.

x)   Ambient Light Immunity -  Immune to normal artificial indoor and natural outdoor (direct sunlight) lighting conditions. Fluorescent, Incandescent, Mercury Vapor and Sodium Vapor: 450 ft-candles (4,844 LUX) Sunlight: 8,000 ft-candles (86,111 LUX)

C) Finger Print Scanner – 12 Nos. for Bio-Metric Authentication. The finger print scanner should be the below specified specification :-
  

i)      Finger matching in 360 degrees allowable rotations.

ii)     Scanner resolution  -  500 dpi 

iii)    Scanner Type -  Optical

iv)    Matching  - 1:1(recommended), 1:N 

v)     Verification speed : less than 1 sec

vi)    Temperature Range  -10°C to 40°C

vii)    Interface with PC – (at least should support any of these) RS232 serial, USB 

viii)   Operating Humidity : < 90% relative, non-condensing

ix)     Other features should include: Auto testing, Auto shut down, auto start and auto sleep.

• Colour Monitor -17” CRT Monitor ,

• CPU Support-CPU on Board, CPU supply VIA C7 - 1 Ghz with MotherBoard or higher,

• OS Memory -256 MB Flash  should be upgradeable upto 1 GB , OS should be XP embedded (ROM based OS + browser),

• Main Memory (exclud. FLASH ROM of OS) - 256MB DDR 2 RAM should expandable to 1 GB,

• Key Board :104 Keys, Mechanical Keys,

• PS2 port,  Optical Mouse, 1 Serial modem compatible, 1 parallel & 4 USB (USB 2.0), CODEC-AC97,

• LAN - Auto 10Mbps Ethernet may be integrated on the Motherboard;

• Case (Cabinet) - Shielded, maintenance-free, compact thermal design, with external power adaptor. Maximum power consumption should be 60Watt (excluding monitor).

• Manageability Software - SNMP based remote management software for easy maintenance & software package installation or un-installation.

ii)    UPS - line interactive with 30 minutes backup.
  

iii)    OS & Software – Licensed version of Operating System, Date base –MySQL, Application software will be custom based which will be installed in all the terminals with the stipulation as below : 
 

a) Inconsistency should be reduced, b) Standards and Quality to be tested and ensured, c) security restrictions should be maintained, d) Data integrity should be maintained, g) Software should cover the following area besides authentication of the employee (i) Registration of employee (patients), (ii) Out patient record, (iii) In patient record, (iv) Diagnosis f) Customised Reports to be generated and provision should be kept for the end user to create new report, if required. g) Onsite installation has to be carried out.
  

iv) CAT6 Cable (for local connectivity) and switches.

i)         Licensed Windows Server 2003 [OS with base 5 user (Client) license] and 5 Terminal Server Client Access License.
  

i)         Licensed version of Backend RDBMS-20 nos.
   

i)         Web Server – 5 GB Web Space (Windows 2000) and Database support with 3 years hiring and domain registration (domain name registration to be done in the name of tender issuing authority) and should have unlimited traffic (this is to be completed by the winning bidder).
 

i)          All Hardware and Software (including licenses) to be handed over to Railway Administration on completion of the project.
   

NOTE :
 i. )       Cost of the Tender form –Rs.3000/-.

ii)         Last date of issue (selling) of Tender Document : 27.06.2007 up to 16.00 hrs

iii)        Last date of receiving (Tender Bid ) : 28.06.2007 up to 14.00 hrs
