LICENSE FOR RIGHTS FOR COMMERCIAL PUBLICITY OF TWO ZONES OF
HOWRAH STATION FOR A PERIOD OF THREE YEARS
|
|
1.
Sealed Tenders are invited by the Divisional Railway
Manager(Commercial), Eastern Railway, Howrah from the reputed
companies/firms or agencies experienced in outdoor advertising, or
organizations of Government/Government Undertaking or Private Sector for
licensing out Right for Commercial publicity of the following two zones of
Howrah Station for a period of three years.

| 2. |
The
right for Commercial publicity will include all types of media
including hoarding, glow/neon signs, video walls, different
forms of electronic display, unipole, trivision, showcases,
balloons etc.

| 3. |
The
Railway will reserve the right for display of new products
on a small space on the Concourse, circulating area or on
platforms.
|
| 4. |
Waiting
Rooms, Retiring Rooms, Public Address System, Stalls, Pay
& Use Toilets, Booths, Offices inside the station and
the exterior of the Station Building, will be kept outside
of the purview of this Right for Commercial Publicity.

| 5. |
Media,
which has audio output, is not permissible.
|
| 6. |
The
sites/ locations within the above stated zones which have
legal barrier and as enumerated in the tender document will
also be kept outside of the purview of this Publicity Right.

| 7. |
The
Tender documents will be available on any working day on and
from 01.10.07 from the office of Divisional
Railway Manager (Commercial), Eastern Railway, Howrah (Rail
Yatri Niwas Building 4th floor Howrah) upto 14.00
hrs. of 31.10.07 on submission of original money
receipt for deposit of the amount (not refundable) as shown
at column 1(c)above, as cost of the tender documents,
obtainable from Misc. Cash Counter, Main Booking Office, Howrah
(Old Complex).

The
tender document is also available in Eastern Railway’s website
www.easternrailway.gov.in
and
in
www.tendertimes.com
for the purpose of downloading and the tenderer who will submit
their offer in forms, down loaded from the website has to
deposit a Demand Draft/Pay Order drawn in favour of FA &
CAO, E.Railway, Kolkata equivalent to the amount of cost of
Tender documents as mentioned at column 1(c) above.

The
tender form is not transferable.
|
| 10. |
Tender
bids are to be submitted Zone wise. For separate Zone separate
tender form is required.
|
| 11. |
Tender
for part of a Zone will be rejected outright.
|
| 12. |
Duly
completed forms, in two sealed covers marked Packet-A and
Packet-B, addressed to Divisional Railway Manager (Commercial),
Eastern Railway, Howrah Division, Howrah should be dropped
on or before 15.00 hrs. of 31.10.07 in two
Tender Boxes kept for the purpose at the office of Divisional
Railway Manager(Commercial), Eastern Railway, Howrah.

The
Tender Box for Packet-A will be opened in presence of the
applicants or their representatives at 16.00 hrs. on 31.10.07
at the office of Divisional Railway Manager(Commercial), Eastern
Railway, Howrah.
|
| 14. |
In
case the date of opening of tender box for Packet-A is declared
a Holiday or closed day for any unforeseen reason, the same
will be opened on the next working day at the same time.
|
| 15. |
The
date and time for opening of the financial offer i.e. Packet-B
will be intimated to the tenderers whose technical offer (Packet-A)
are found suitable, so that they may remain present at the
time of opening of financial offer if they so desire.
|
| 16. |
The
license will be valid for three years with annual escalation
of license fee @ 10% of the previous year’s license fee during
the period of contract.
|
| 17. |
Earnest
money as indicated at column 1(d) above is to be deposited
through Demand Draft/Pay Order drawn in favour of FA &
CAO, Eastern Railway, Kolkata for each zone separately.

| 18. |
For
