OPEN TENDER FOR OPERATION AND MAINTENANCE OF PAY & USE TOILET AT HOOGHLYGHAT STATION.
 

Open Tender Notice No: COM/Dev/Pay & Use/O.T/HYG/2008 dt.
 

Open bids in two separate sealed packets marked Packet ‘A’ (containing technical bids) and Packet ‘B’ (containing Financial bids) are invited from the reputed organizations/ Registered Co-operative Societies/ Sulav Sauchalaya, having five years experience in the area of maintenance and operation of public toilet or bath, for maintenance and operation of ‘Pay & Use’ toilets Hooghlyghat station. Details of cost of tender document and earnest money are  as under :

Tender documents (not transferable) will be issued from 11.00 hrs of 21.07.08 to.16.00 hrs of 18.08.08 from the office of Sr.Divl.Comml.Manager, E.Rly.,Howrah (Rail Yatri Niwas, Howrah New Complex, 4th  floor, Howrah Station, Howrah) on any working day during office hours on production of original money receipt of Rs.1000/- (Rupees One thousand only), non refundable, obtainable from MISC Cash Counter, Suburban Booking Office, Howrah Station, Old Complex. Tender documents (Packet ‘A’ & ‘B’) in prescribed forms in two separate sealed envelopes with the Tender Notice No. addressed to Divisional Railway Manager (Comml),  E.Railway, Howrah should be dropped before  14.00    hrs. of  19.08.08 in the Tender Box kept for the purpose in the office of Sr.Divl.Comml.Manager, E.Rly., Howrah (Rail Yatri Niwas, Howrah New Complex, 4th  floor, Howrah Station, Howrah). No tender will be entertained if the same is not dropped in the respective boxes kept for the purpose within the stipulated period as mentioned above.
 

The tender document is also available on Eastern Railway’s website www.easternrailway.gov.in  & www.tendertimes.com  for the purpose of down loading. Application made in such form shall be considered valid only when the bidder submits a demand draft/bankers cheque of any Nationalised Bank of India of Rs.1000/- (Rupees one thousand only) (non refundable) drawn in favour of FA & CAO, E.Railway, Kolkata as cost of Tender form for each station alongwith tender documents in Packet – A.
 

A two stage bid opening should be followed
 

Packet ‘A’ (Technical bid) shall be opened in the office of Sr. Divl. Comml. Manager, E.Rly, Howrah (Rail Yatri Niwas, Howrah New Complex, 4th  floor, Howrah Station, Howrah) in the presence of Tenderer or their representative on 19.08.08 at 15.00 .hrs. and after consideration of technical eligibility by the Railway Administration the Qualified bidders shall be invited at the time of  opening of Packet ‘B’ (Financial bid) on a date which shall be intimated individually to all successful bidders in technical bids.  If the date of opening happens to be holiday or Bandh, tender papers will be opened on the following working day as per timing and place mentioned above.
 

Packet ‘A’ (Technical bid) should contain: 1. Name of Organization, 2. Present/permanent Postal Address of the tenderer with Phone No., 3. Name of Station applied for 4. Amount of Earnest Money deposited 5. Technical Capability of the firm 6.  Financial Capability (supporting documents should be attested with stamp, in case of xerox copy), 7. Certificate of past experience  towards satisfactory performance in the field of maintenance & operation of public toilet or bath (in case of xerox copy, the same should be attested with stamp) 8. Document (duly attested with stamp) in support of Sulav Sauchalaya/Reputed Organisation/Registration under Co-operative Act of State Govt (in case of Co-operative Societies) 9. Signature with stamp at each page to indicate that Terms & Conditions and Agreement as detailed in the Tender documents are acceptable to the tenderer. 10. Undertaking for maintaining high standard of upkeep & maintenance utilising mechanised grinding/scrubbing/polishing of the floor surface of the toilet complex at least once in a year at their own cost and painting of the complex at their own cost at least once in two years. 11. In case of tender documents downloaded from Railway’s website, a demand draft/ banker’s cheque of Rs.1000/- (one thousand only) (non-refundable) issued by any Nationalised Bank of India drawn in favour of  F.A & CAO, E.Rly, Kolkata as cost of Application Form & Tender Documents for each station.
 

Packet ‘B’ (Financial bid) should contain declaration regarding amount of annual license fee to be offered by the tenderer.
 

Earnest Money should be drawn in favour of FA & CAO, E.Rly, Kolkata in the form of Banker Cheque/ Bank Draft of any Nationalised Bank of India and to be deposited with Packet ‘A’.  Tender submitted without Earnest Money will be summarily rejected.  Railway reserves the right to accept or to reject any tender or the entire tender without assigning any reason whatsoever.
