TENDER NOTICE FOR CYCLE / MOTORCYCLE / SCOOTER STAND AT RAILWAY STATIONS OVER HOWRAH DIVISION.
  

TENDER NOTICE No. COM/DEV – CYL/PCY/ 19 STNS / 08.
  

Sealed Tenders in two packets for licensing of the Contract of Cycle / Motorcycle/Scooter stand at Azimgunj, Bagnapara, Bazarsau, Behula, Bolpur, Chandanpur, Dainhat, Dearah, Gushkara, Haripal, Mallarpur, Purbasthali, Rampurhat, Sainthia, Salar, Samudragarh, Sheoraphuli, Tribeni – I and Mugra Railway Stations are invited by the Divisional Railway Manager (Commercial), Eastern Railway, Howrah, for a period of 03(three) years only.
  

Conditions and procedures are as under :
  

Tender documents (forms, terms and conditions incorporated in the draft agreement form) can be collected from the office of the Senior Divisional Commercial Manager, Eastern Railway, Howrah, on any working day from 29.12.08 to 28.01.09 (11.00 hrs. to 17.00 hrs.) on production of money receipt for a sum of Rs. 1000/- (Rupees One Thousand) only, as cost of each Tender Document, obtainable from Booking Supervisor (G) / HWH, Eastern Railway at Howrah Station (Old Complex). Cost of Tender Form is not refundable in any circumstances.
  

Tender documents (forms, terms & conditions incorporated in the draft agreement form) are also available on official Web site www.tendertimes.com.  for the purpose of down loading.  The application made in such form shall be considered valid only when the bidder submits a demand draft/ Banker’s cheque of a sum of Rs. 1000/- (Rupees One Thousand) only drawn on any Nationalized Bank in favour of F.A. & C.A.O, Eastern Railway, Kolkata as cost of Tender Form. Such demand draft/ Banker’s cheque is to be deposited along with Tender documents in Packet ‘A’.
  

Tender documents will be received up to 13 hrs. of 29.01.09 and Packet ‘A’ will be opened at 14 hrs. on the same day in the office of the Sr.Divisional Commercial Manager, Eastern Railway, Howrah at Rail Yatri Niwas (4^th floor), Howrah, 711101 in presence of the Tenderers or their representatives. The documents submitted in Packet – A will be scrutinized by the Railway Administration later on and the qualified bidders will be invited at the time of opening of Packet “B’ on a date which shall be intimated individually to all successful bidders in technical bids through Registered Post and unsuccessful bidders of Packet ‘A’ will not be invited at the time of opening of Packet ‘B’.  If the date of opening happens to be Holiday or Bandh, Packet – A will be opened on the following working day as per timing and place above.
  

DETAIL OF EACH TENDER:
  

Detail for each station is as under:
   

SECURITY DEPOSIT:
  

Sum equivalent to One – Fourth of Annual License Fee.
  

Each Tenderer shall have to submit the following:
  

IN PACKET – A:
  

i)  

Application in prescribed proforma alongwith the following:
  

a)

Documents, that he has successfully completed/executed anyGovernment job during last five years time.  The Government job would be of Cycle / Motorcycle / Scooter Stand, Taxi Stand, works or supply. 
  

b)

Copy of the partnership deed and registration of the firm in case of Partnership firm and, copy of the Memorandum & Article of Association in case of Limited Firm.
  

c)

Earnest money, as shown against each station, drawn in favour of F.A. & C.A.O, Eastern Railway, Kolkata in the form of Banker’s Cheque / Demand Draft of any Nationalized Bank of India.
  

d)

Proper documents issued from Nationalized Bank showing that the tenderer has requisite financial capabilities for running Cycle stand at Railway Station premises and for bearing the expenses for the same as well as for the staff to be employed for running the Cycle Stand at Railway Station premises.
  

e)

Draft agreement form, duly Signed & Stamped in each page & Site Plan duly signed & stamped.
  

f)

Demand Draft /Banker’s cheque amounting to Rs.1000/- (Rupees One Thousand) only drawn in favour of FA & CAO /Eastern Railway / Kolkata as cost of the tender documents (in case the tender documents are downloaded from Official Website.)
  

IN PACKET – B:
  

i)

Financial bid in the prescribed pro forma.
  

Salient Features:
  

• Earnest money of the unsuccessful tenderer will be refunded in full without interest after completion of entire Tender procedure. Tenders submitted without Earnest money will be summarily rejected.

• Site Plan of the Cycle / Motorcycle / Scooter Stand is attached with the Tender Document sold from the office of the Sr.Divisional Commercial Manager, Eastern Railway, Howrah at Rail Yatri Niwas (4^th floor), Howrah, 71110. Tenderers, who have downloaded the tender form from website, have to collect the site plan from the above office.

• Every tenderer is required to sign the site plan, attached with tender form as token of acceptance of the site. However, Railway reserves the right to change the site on Administrative reason and the tenderer even have no objection to them.

• The contractual period will commence from the date of handing over the land / site to the successful tenderer by the Railway Administration.

• Successful tenderer may erect a temporary structure, if required, for the Cycle / Motorcycle / Scooter / Car parking Stand at his own cost and has to dismantle the same after completion of contractual period at his own cost.

• During continuance of this License, if the Licensee requires any electrical connection for running the cycle stand, he/she/they may appeal for the same to the Administration. The appeal will be considered and the electrical connectivity will be provided as per extant Railway Rule.

• Successful tenderer has to deposit Income Tax at source @ 2% to the Railway Administration.

• Railway reserves the right to accept or to reject any tender or the entire tender without assigning any reason whatsoever. 

The tenderer should drop their sealed tenders in two separate packets to be marked Packet ‘A’ & Packet ‘B’. All the supporting papers as asked for in the tender documents to be submitted in Packet ‘A’.  The Banker’s cheque / demand draft for Earnest money must accompany the Packet ‘A’ in original.  Packet ‘B’ will contain only the financial bid in the prescribed proforma.  If the above mentioned documents are not enclosed along with the sealed tender or if the tenders are not submitted separately as clarified above, the tender will be summarily rejected.  The financial bid under Packet ‘B’ of only those tenderer will be opened who have been found eligible after screening of Packet ‘A’.  Packet ‘B’ of the other bidders, if any, will not be opened and will be rejected summarily.
