TENDER
FOR ADVERTISEMENT RIGHTS ON THE EXTERIOR OF THE COACHES OF EMU
TRAINS (NINE COACHES RAKE) PLYING OVER HOWRAH DIVISION FOR THE
PERIOD OF THREE YEARS.

Two
Packets System viz., Packet – A (Technical Offer) & Packet
– B (Financial Offer).
|
|
1.
|
Sealed Tenders are invited by the Divisional Railway Manager
(Commercial), Eastern Railway, Howrah from the reputed
companies/Firms or agencies experienced in outdoor advertising
or organizations of Government/Government Under taking or
Private Sector for licensing out advertisement rights on the
exterior of the coaches of EMU trains (nine coaches rakes) for
the period of three years in the following manner:

2. |
Each
tender case is to be treated as separate tender. For separate
tender cases separate Tender Form is required. Bidding of
separate tender cases in a single tender form will entail to
cancellation of the bid.

3. |
Tenderers
can submit their bid for a single rake or for more than one rake
in a single tender form for each type of tender case as
mentioned above, but the no. of rakes bid for should not be more
than the maximum no. of rakes as specified at column(c)above for
each type of tender case.

4. |
Train
will ply over Suburban Section over Eastern Railway, Howrah
Division’s jurisdiction.
|
|
5. |
The
Tender documents will be available on any working day on and
from 11.02.2009 from
the office of Divisional Railway Manager (Commercial), Eastern
Railway, Howrah (Rail Yatri Niwas Building, 4th
floor) upto 14.00 hrs. of 13.03.2009 on submission of Original money receipt for deposit of
the amount (not refundable) as shown at Column (e) above, as
cost of the Tender documents, obtainable from Misc. Cash
Counter, Booking Office, Howrah (Old Complex).

The
Tender document is also available in Eastern Railway’s website
www.easternrailway.gov.in
and www.tendertimes.com
for the purpose of down loading and the tenderer who will submit
their offer in forms, down loaded from the website has to
deposit a Demand Draft, Pay Order drawn in favour of FA &
CAO, Eastern Railway, Kolkata equivalent to the cost of Tender
documents as mentioned in column (e) above against each tender
case. If the tender
document is down loaded from the website, it will be the
responsibility of the tenderer to note the corrigendum,
addendum, if issued subsequently.

The
tender form is not transferable.
|
|
8. |
Duly
completed forms, in the sealed covers marked Packet-A and
Packet-B addressed to Divisional Railway Manager (Commercial),
Eastern Railway, Howrah Division should be dropped on or before
15.00 hrs. of 13.03.2009 in two Tender Boxes kept for the purpose at the office of
Divisional Railway Manager (Commercial), Eastern Railway, Howrah
(Rail Yatri Niwas Building, 4th floor).

The
Tender Box for Packet-A will be opened in presence of the
applicants or their representatives at 16.00 hrs. on 13.03.2009
at the office of Divisional
Railway Manager (Commercial), Eastern Railway, Howrah (Rail
Yatri Niwas Building, 4th floor).

10. |
In
case the date of opening of Tender Box for Packet-A is declared
a Holiday or closed day for any unforeseen reason, the same will
be opened on the next working day at the same time.
|
|
11. |
The
date and time for opening of financial offer i.e., Packet-B will
be intimated to the tenderers whose technical offer (Packet-A)
are found suitable so that they may remain present at the time
of opening of financial offer if they so desire.
|
|
12. |
The
license will be valid for three years with annual escalation of
license fee @ 10% of the previous year’s license fee during
the period of contract.
|
|
13. |
Earnest
Money at Column (f) above for each rake is to be deposited
through Demand Draft/Pay Order drawn in favour of FA & CAO,
Eastern Railway, Kolkata for each tender case separately. In
case of bidding for more than one rake for any of the Tender
cases, the amount of Earnest Money Deposit should be the
multiplication of the amount indicated at Column (f) above by
the no. of rakes bided for.
