TENDER
FOR DISPLAY OF ADVERTISEMENT INSIDE THE COACHES OF SOME
PASSENGER & EXPRESS TRAINS OF HOWRAH DIVISION FOR THE PERIOD
OF ONE YEAR EXTENDABLE FOR FURTHER TWO YEARS.

– B (Financial Offer).

Sealed
Tenders are invited by the Divisional Railway Manager
(Commercial), Eastern Railway, Howrah Division from the reputed
companies/Firms or agencies experienced in outdoor advertising
or organizations of Government/Government Under taking or
Private Sector for licensing out advertisement rights for
display of advertisement inside the coaches of the following
Amalgamated Rake Links consisting the trains and passenger
coaches as indicated against the each Amalgamated Rake Link:

2. |
Each
tender case is to be treated as separate tender. For separate
tender cases separate Tender Form is required. Bidding of
separate tender cases in a single tender form will entail to
cancellation of the bid.

3. |
Tenders
are to be submitted for the entire Amalgamated Rake Links. Bids
for a part of any of the above stated Amalgamated Rake Links
will not be considered.
|
|
4. |
The
Railway will have the right to modify the trains and routes to
be covered by these rake links during the tenure of the
contract. Any other train of any other route can be covered by
these rake links. Simultaneously any of the trains as specified
to be covered by these rakes can be excluded.
|
|
5. |
Railway
will have the right to change the no. and type of the coaches in
the rakes. If the no. of coaches in which display can be made is
increased permanently the licensee will have to pay the
additional license fee on pro-rata basis. Simultaneously, if the
no. of coaches in which display can be made is decreased
permanently the license fee will also be decreased on pro-rata
basis.

Railway
will have the right to change the no. of rakes as specified
during the tenure of the contract and the license fee will be
calculated according to increase/decrease in total display area
as mentioned in the foregoing paragraph.

7. |
The
Tender documents will be available on any working day on and
from 18.02.2009 from
the office of Divisional Railway Manager (Commercial), Eastern
Railway, Howrah (Rail Yatri Niwas Building, 4th
floor) upto 14.00 hrs. of 20.03.2009 on submission of Original money receipt for deposit of
the amount (not refundable) as shown at Column (e) above, as
cost of the Tender documents, obtainable from Misc. Cash
Counter, Booking Office, Howrah (Old Complex).

8. |
The
Tender document is also available in Eastern Railway’s website
www.easternrailway.gov.in
and www.tendertimes.com
for the purpose of down loading and the tenderer who will submit
their offer in forms, down loaded from the website has to
deposit a Demand Draft, Pay Order drawn in favour of FA &
CAO, Eastern Railway, Kolkata equivalent to the cost of Tender
documents as mentioned in column (e) above against each tender
case. If the tender
document is down loaded from the website, it will be the
responsibility of the tenderer to note the corrigendum,
addendum, if issued subsequently.

The
tender form is not transferable.
|
|
10. |
Duly
completed forms, in the sealed covers marked Packet-A and
Packet-B addressed to Divisional Railway Manager (Commercial),
Eastern Railway, Howrah Division should be dropped on or before
15.00 hrs. of 20.03.2009 in two Tender Boxes kept for the purpose at the office of
Divisional Railway Manager (Commercial), Eastern Railway, Howrah
(Rail Yatri Niwas Building, 4th floor).

11. |
The
Tender Box for Packet-A will be opened in presence of the
applicants or their representatives at 16.00 hrs. on 20.03.2009
at the office of Divisional
Railway Manager (Commercial), Eastern Railway, Howrah (Rail
Yatri Niwas Building, 4th floor).
|
|
12. |
In
case the date of opening of Tender Box for Packet-A is declared
a Holiday or closed day for any unforeseen reason, the same will
be opened on the next working day at the same time.
|
|
13. |
The
date and time for opening of financial offer i.e., Packet-B will
be intimated to the tenderers whose technical offer (Packet-A)
are found suitable so that they may remain present at the time
of opening of financial offer, if they so desire.
|
|
14. |
The
contractual period will be for one year which may be extended
for further two years on year to year basis subject to yearly
escalation of license fee @ 10% over the previous year’s
license fee provided that both the parties agree to extend the
contract on same terms and conditions.
|
|
15. |
Earnest
Money at Column (f) above for each Amalgamated
Rake Link
is to be deposited through Demand Draft/Pay Order drawn in
favour of FA & CAO, Eastern Railway, Kolkata for each tender
case separately.
|
