TENDER NOTICE NO. Com/CF/Leasing/CLP/OT/09
   

SPECIAL FEATURES OF THE SCHEME
   

1.

A Registered Leaseholder may offer bid for any no. of SLRs.
 

2.

Tenderers must offer their bids for individual tender case separately.
 

3.

Documents containing application form, draft agreement and terms and condition etc. can be obtained from the office of the Senior Divisional Commercial Manager, Eastern Railway, Howrah, Rail Yatri Niwas (4^th floor), Howrah-711101 from 16.02.09 between 12.00 hrs. and 17.00 hrs. till  16.03.09 on any working day (Mon to Fri) on production of a non-refundable Money-Receipt of Rs. 250/-  for 4.0 Tonne FSLR/RSLR each or Rs. 100/- for 1.0 Tonne AGC each issued by Booking Supervisor (Cash), Eastern Railway, Howrah.

Tender form, duly filled in, alongwith Earnest Money, in the form Cash/Bank Draft/ Banker’s Cheque, of Rs. 25000/- for 4.0 Tonne FSLR/RSLR each or Rs. 5000/- for 1.0 Tonne AGC each in favour of FA & CAO/Eastern Railway, Kolkata, in sealed condition, superscribing the envelop on the top with the Train No. , Tender case no. & Nature of Comptt. (SLR/AGC) is to be dropped in the Tender Box kept in the office of the Sr. Divisional Commercial Manager, Eastern Railway, Howrah, Rail Yatri Niwas (4^th Floor), Howrah-711101 from 12.00 hrs. to 17.00 hrs. between 16.02.09 and 16.03.09 and upto 13.00 hrs of 17.03.09. The said Tender Box will be opened on 17.03.09 at 13.30 hrs. in presence of the tenderers or their authorized representatives in the chamber of Assistant Commercial Manager, E. Rly, Howrah. In case the tender opening day is declared to be a holiday or the office remains closed due to some unforeseen circumstances, the tender will be opened on the next working day as per the time mentioned above. Tenderers to please take note that the Tender Committee will be empowered to consider the offer(s) even below the prescribed Reserve Price in one tender itself. However, offers below the Reserve Price may be considered for reduced periods as per the norms given in the following table:
 

The above provisions shall not be made applicable in case of leasing of SLR/AGC by Rajdhani Express trains, for which offers below 100% of Reserve Price will not be accepted.

Tender documents are also available at Eastern Railway’s website: www/easternrailway.gov.in and tendertimes.com. This site permits downloading of the Tender documents. The intending tenderers may visit this site and download the tender documents. While submitting such tender documents, they should attach a Demand draft/Banker’s cheque for the amount quoted above, in favour of FA & CAO/Eastern Railway, Kolkata towards the cost of the tender documents.
 

1.

ELIGIBILITY – Any person or cargo operator or transporter having Indian citizenship, or any Agency or Company registered in India is eligible to participate in leasing tenders. But the tenderer must be a registered leaseholder of Howrah Division. Each participant while submitting his tender or bid, shall be required to produce proof of registration as a leaseholder by attaching a photocopy of his registration certificate issued by Howrah Division. The tender of non-registered leaseholder of Howrah Division will be summarily rejected.

Tender shall be submitted in the prescribed proforma in sealed cover superscribing the envelop with ”Tender for leasing of a space in Front /Rear SLR (Brake Van)/Assistant Guard’s Compt. by Rajdhani/Shatabdi/Mail /Express/Superfast Trains/Ordinary passenger trains”.

Sealed cover containing tender(s) delivered by hand should be presented to the office of the Sr Divl Comml Manager/Howrah before the same is/are put in the Tender Box provided in the said section.
 

4.

Sealed Tender(s) will be received upto 1300 hrs. of 17.03.09. Any Tender(s) received after the stipulated time and date will not be considered for any reason whatsoever.
 

5.

Tender(s) may also be sent by Registered Post but Tender, which is received after the time, and date specified above shall not be accepted.
 

6.

Tender(s) will be opened at ­­1330 hrs. of 17.03.09  in the chamber of Asstt. Comml. Manager/of Divisional Office at Howrah, Eastern Railway in the presence of such Tender(s) or his/their Agent(s) as may be present. If the office remains closed on the day of opening of Tender due to any unforeseen circumstances like Bandh, Holiday etc., the tender will be opened on the next working day at the same time and venue.
 

7.

The Railway Administration reserves the right to decide or to reject/cancel any Tender or all Tenderers without assigning any reason thereof and does not bind itself to accept the highest or any Tender or to assign any reason thereof for doing so.
 

8.

Each Tenderer shall be required to deposit Earnest Money which shall be Rs.25000/- for each 4/3.91 tonne space of FSLR/RSLR and Rs. 5000/- for Asstt. Guard’s Compt. of   Mail/Express/ ordinary passenger/ Super Fast/Rajdhani Exp. Trains. This Earnest Money can be deposited either in Cash/Bank Draft/ Banker’s Cheque in favour of FA&CAO/E. Rly./Kolkata. Cash may be deposited with Booking Supervisor/Cash, Eastern Railway, Howrah. The number and date of the Money Receipt/Bank Draft/Banker’s Cheque towards deposition of the said amount must be quoted in the Tender Form at the appropriate place. The said Money Receipt/Bank Draft/Banker’s Cheque should also be submitted in Original along with each Tender. Any Tender which does not contain the Earnest Money mentioned herein above will be rejected summarily. No interest will be paid on the said Earnest Money deposited for this purpose.
 

9.

The said Earnest Money of unsuccessful Tenderers shall be refunded after finalization of contract.
 

10.

The successful Tenderer(s) shall be required to deposit an amount as Security Deposit equivalent to 05 days lumpsum leased freight (at accepted rates) in Liquid Cash, subject to a minimum of Rs.25000/- (in case of 4 ton/3.91 ton space of SLR) and Rs. 5000/- for Asstt. Guard’s Compt. of 1 tonne space, with  CPLI/E. Rly. /HWH.
 

11.

The successful Tender(s) shall be required to execute a lease agreement with the Railway Administration within a stipulated time from the date of issue of such an offer by the Railway Administration, failure to do so shall result in forfeiture of aforesaid earnest money and the offer will be treated as cancelled.
 

12.

The lessee shall be advised the date from which a particular SLR/AGC space has been leased in his favour and the originating station shall adjust Railway dues of lump sum rate from the lessee’s advance deposit standing at credit from the said date of lease and shall continue doing so irrespective of the fact whether the lessee avails the said leased SLR/AGC space or not.
 

13.

Tenderer(s) is/are required to submit with his/their tender(s) alongwith other documents specified.
 

14.

No Tender(s) containing erasures and alterations in the Tender documents will be considered unless the same are duly attested by the full signature(s) of the person(s) submitting the Tender(s). Signature other than in Hindi or English shall be attested by two responsible persons with addresses in Hindi or English.
 

15.

If any of the foregoing instructions are not complied with by any Tenderer his/their tender(s) will be liable to be rejected. No interview or correspondence in this connection will be entertained.
 

16.

The accepted rate shall be binding upon the successful tenderer(s) for the entire leased period.
 

17.

Tenderer(s) must quote rates both in figures as well as in words for the work mentioned in the tender. The tender will be invalid if the rate quoted for the work mentioned in the schedule is omitted or if any discrepancy is found between the rate quoted in figures and in words.
  

18.

Each tender form will be valid for each 4Tonne/3.91 Tonne/1 tonne compartment only.
 

19.

The successful Tender(s) will have to start working within the time stipulated by Rly. Administration, failing which the earnest money shall be forfeited. And in the event of successful tenderer refusing the offer of Rly. Administration, the earnest money deposited by him shall be forfeited. In case of 3 such failures, the Registration of Leaseholder will be liable to be cancelled with forfeiture of Registration amount as well as the party will be blacklisted/debarred from participating any future tender/quotation in Howrah Division.
 

20.

Lease to be effective within a stipulated time from the date of issue of the offer letter by the Railway Administration.
 

21.

The Highest Bid will be determined on the basis of the total value of the earnings offered by the prospective leaseholder during the contractual period.
 

22.

Tender Form is not transferable.
 

23.

The offer of the Tenderer shall be valid for 90 days only.
 

24.

A Development Charge of 2%, on the lump sum leased freight, will be imposed on the leasing contracts, to fund “Dedicated Freight Corridor”.
 

25.

Tenderers to please take note that the Tender Committee will be empowered to consider the offer(s) even below the prescribed Reserve Price in one tender itself. However, offers below the Reserve Price may be considered for reduced periods as per the norms given in the following table:
