Tender No : EL/CON/ELECT.(G)/SDAH/DEOGHAR STN./12 of 2008-09 (Open) : Sealed tender is  invited for  following works by  Deputy Chief  Electrical Engineer(Con), Eastern Railway, Sealdah  for  and  on behalf  of  the  President  of  India  from  experienced  Electrical  Contractors, Partnership firms  holding   valid electrical contractor’s licence, adequate financial capability and sufficient experience for Electrical general services works for the following work :

Name of the work : Electrical(G) works for new station Building at Deoghar in connection with Deoghar-Dumka new BG line in Asansol Division of Eastern Railway. Approximate value : Rs.95.1 Lakhs. Earnest Money Deposit : Rs.1,90,200/- Cost of Tender Document : Rs.5,000/- (non-refundable). Date of Opening :14:30 hrs. on 12.08.2008.  Completion period : 06 (Six) Months.  Validity of offers : 90 days.

Eligibility Criterion : (a) Tenderer should have completed at least one single work of similar nature for a minimum value of 35% of advertised tender value of work in the last three financial years (i.e. current year and three previous financial years). If part work/s has/have been commissioned and is/are under use, the amount with respect to that/those portion of commissioned work/s can be considered as qualifying amount against the above criteria. Tenderer has to produce supportive documents/certificates from the organization with whom they have worked along with the tender offer. Definition of Similar Nature of works : (1) Execution and commissioning of Internal & External Electrification (wiring, supply & commissioning of LT electrical fittings, LT overhead lines, LT cabling, LT distribution panel, Street lighting, Yard lighting, earthing & associated works etc.) in respect of staff quarters, service buildings, street light, passenger platforms, concourse, circulating area of Railways, Airport, CPWD, Defence Buildings, State Govt. Secretariat, SEB’s, Public Sector under takings and any other Government departments etc. and (2) Execution and commissioning of HT (6KV, 11KV, 33KV) cablings, HT (6KV, 11KV, 33KV) overhead lines,  HT (6KV, 11KV, 33KV) panels, 6/0.415KV, 11/0.415KV& 33/0.415KV Sub-station equipments, earthing & other associated works etc. including commissioning of the HT system on Railways, Airport, CPWD, Defence Establishment, State Govt. Secretariat, SEB’s, Public Sector under takings and any other Government departments etc.  (b) Total contract amount received by the tenderer during last three financial years and in the current financial year should be a minimum of 150% of advertised tender value.  Tenderer has to produce attested certificate from the employer/ client, balance sheet etc. along with the tender offer. The 3 years period mentioned above shall be reckoned from the date of opening of tender in question as originally advertised in the newspaper. The extended date of opening, if any, shall not be taken into account for the purpose of counting the above period of 3 years. The Tenderer of carrying out any construction work in West Bengal must get themselves registered from the registering officer under section-7 of the building and other construction works (Regulation of Employment and Conditions of service) Act,1996 and rules made thereto by the Government of West Bengal. The Tenderer shall be required to submit certificate of registration issued from the registering officer of the Government of West Bengal (Labour Department). For enactment of this act, the tenderer shall be required to pay cess @1% of cost of construction work to be deducted from each bill, cost of materials shall be outside the purview of cess, when supplied under a separate schedule item. Tender documents (non-transferable) embodying terms and conditions can be obtained from the office of Deputy Chief Electrical Engineer (CON), Eastern Railway, Sealdah, RMS Building (3rd floor), Kolkata-700 014, on and from   25.07.2008 between 11.00 hrs. to 17.00 hrs. up to working day earlier to the date of opening of tender on production of money receipt for Rs.5,000/- (non-refundable) obtainable from the Sr.Divl. Cashier/Construction, 3, Koilaghat Street Kolkata-700 001 under head of allocation No. : 20-11-76-08. Tenderer should submit the tender with all relevant documents as detailed in the "instructions to tenderers” at Part-I, Chapter-I of tender document. The tender documents will also be available on website www.tendertimes.com from 25.07.2008 to 11.08.2008 and the same can be downloaded and used as tender documents for submitting the offer.  This facility is available free of cost. However, the Demand Draft which should be drawn in favour of FA&CAO/CON/E.Rly./ Kolkata) towards the cost of tender documents as prescribed above will have to be enclosed along with the tender documents while submitting the same.   In case the offer is not accompanied with the valid demand draft for the cost of the tender document as detailed above, the tender will be summarily rejected. 

Receipt of offers : The tenders will be received in the office of the Chief Electrical Engineer/Construction,  Eastern Railway,   4th floor, 17, Netaji Subhas  Road, Kolkata-700001. up to 14.00 hrs. on the date of opening as indicated above and will be opened on the same date and at same place  at 14.30 hrs. in the above address  in the presence of the tenderers or their authorized representatives as would be present at the time of opening. In case the date of opening of Tender happens to be a holiday or day of unusual occurrence the Tenders will be opened on following working day at same time and same venue.

Railway reserves the right to either cancel or reject any or all the offers without assigning any reason thereof.
