Tender Notice No. 32 of 2008-09 (Open), Tender in Two Packet System.
 

1. Sealed open tenders in two packet system are invited for under mentioned work:

Detail scope of work is available in the tender documents. Eligibility criteria for participation in tender are indicated below. Tenderer should go through this eligibility criteria before purchasing the tender documents.

The tender should be submitted in two packet systems. Packet - I should consists of details of only technical and financial capabilities (Part-1) which should be furnished along with the proformas given in the tender document together with the particulars in support of the capabilities in regard to eligibility criteria given under para 4 below. No conditions having any financial implications should be included in Packet - I. Packet - II shall consist of financial bid and will contain all commercial offers (Part - II). After completing the tender documents, they should be separately sealed in two different envelops and marked clearly PACKET-I (technical bid) and PACKET-II (commercial bid). These two envelopes will then be placed inside a 3rd envelope. The name of the work and the tender no., shall be clearly written on the 3rd envelope and shall be submitted duly sealed by the due time and date of dropping of tender.
 

On the schedule date of opening, only Packet-I will be opened in the presence of tenderers in the office of CAO/CON/Eastern Railway. The technical capabilities of the tenderer/s will be examined by the Railway based on the documents submitted by them in Packet-I as per the eligibility criteria laid down in the tender notice/Tender Document. The successful tenderer who will be considered technically acceptable and eligible will be informed and the commercial bids (PACKET-II) of these tenderes will be opened subsequently on the date and time notified to these tenderer/s. The commercial bids of unsuccessful tenderes will not be opened and will be returned back to them.
 

4.0

ELIGIBILITY CRITERIA
 

"Eligibility will be based on applicants meeting all of the following minimum criteria regarding their particular similar experience and financial position. Tenderer(s) has/have to satisfy the following eligibility criteria for technical capacity and competence as well as for financial capacity and organizational resources.
 

4.1

Technical
 

4.1.1

Tenderer should have completed at least one work of the construction of a Rail Bridge or Rail cum Road Bridge or Road Bridge consisting of Superstructure using modern techniques across important perennial deep flowing river/creek costing not less than Rs.21.0 Crores in the preceding 15 years (i.e. current financial year and 15 previous financial years) from the date of opening of the 2 packet tender system.
 

4.1.2

Fabrication: The tenderer should have either the experience of successfully completing fabrication of steel girder for a span not less than 75 m Rail Bridge or Rail-cum-Road Bridge or Road Bridge in the preceding 15 years (i.e. current financial year and 15 previous financial years) or should have been recently entrusted with a Rail Bridge or Rail-cum-Road Bridge or Road Bridge, by the Ministry of Railways or any other Government Organizations/ Public Sector Undertakings, involving fabrication work of steel girder of minimum 100meter single span, in respect of which the work may be in progress, for which a partner in the joint Venture Consortium if, will be permitted to be qualified alone.
 

4.1.3

Fabrication facility: The tenderer should have well established workshop to do welded/riveted fabrication of triangulated bridge girders for a Rail Bridge or Rail-cum-Road Bridge or Road Bridge. It should clearly be spelt out if the workshop will be able to weld, fabricate, assemble and test minimum 135 m span steel girder. The monthly turn over of this workshop in terms of fabricated steel structure should be 300 MT. In case, it is proposed to set up the workshop at the worksite or at other location, the tenderer shall be required to submit their experience of having set up & operated such a workshop for similar work, detailed lay out of the workshop giving detailed operation, scheme in sequence together with key personnel for each operation.
 

4.1.4

Assembly: The firm should have either successfully executed work of similar nature involving assembly of at least one 75 m steel girder for a Rail Bridge or Rail-cum-Road Bridge or Road Bridge in the preceding 15 years (i.e. current year and 15 previous financial years) or should be entrusted with a Rail Bridge or Rail-cum-Road Bridge or Road Bridge, by the Ministry of Railways or any other Government Organizations/ Public Sector Undertakings, having the scope of assembling work of at least minimum 100 meter single span, for which a partner in the Joint Venture consortium if, will be permitted to be qualified alone.
 

4.1.5

Launching: The firm should have either successfully executed work of similar nature involving launching of at least one 75 m steel girder for a Rail Bridge or Rail-cum-Road Bridge or Road Bridge including preparation of launching scheme in preceding 15 years (i.e. current financial year and 15 previous financial years) or should be entrusted with a Rail Bridge or Rail-cum-Road Bridge or Road Bridge, by the Ministry of Railways or any other Government Organizations/ Public Sector Undertakings, having the scope of launching work of at least minimum 100 meter single span, for which a partner in the Joint Venture consortium if, will be permitted to be qualified alone.
 

4.2

financial
 

As a proof of sufficient financial capacity, the tenderer should have received total payments against satisfactory execution of all completed/ on going works in the preceding three years (i.e. current financial year and three previous financial years) amounting to not less than Rs.90 Crores. The turnover should be duly certified by chartered accountant and the audited balance sheet should be submitted.
 

4.3

Design Capability
 

Design of the various components of the girder shall be supplied by Railway or its design consultant. The tendering firm should have detailing capacity to enable them to prepare working drawings for fabrication assembly and launching of the girder. They should be capable of the above either themselves or should have a tie up with some reputed design consultant. The firm/Consultant should have handled such type of a job for open web triangulated girders during preceding five years (i.e. current financial year and 5 previous financial years) satisfactorily.
 

5.0

Management
 

(a)

Tenderer should have qualified and trained manpower suitable to do the work. They should furnish the following details along with the tender:
 

List of personnel, organization available on hand and proposed to be engaged for the subject work.
 

(b)

The tenderer should have suitable and adequate plants, machineries and equipments, required to execute the work of welding, fabrication, assembling and launching of girders, span arrangement as mentioned in para 1.1.
 

(c)

The following list of plants & machineries and human resources are indicative requirements:-
 

(i)

Cutting machine.

(ii)

Radial drilling machine.

(iii)

Edge milling machine, end milling machines.

(iv)

Plate/structural steel straightening machine.

(v)

Pneumatic grinding machine, drilling machines, chipping machines and wrenches etc.

(vi)

Sand blasting equipment and metalizing equipments.

(vii)

Welding machines

a.

SAW

b.

MIG/MAG

(viii)

Welding transformers

(ix)

Cranes of adequate capacity.

(x)

Suitable Jigs and fixtures.

(xi)

To test the raw material and girders to conform to relevant specification, testing facilities for the following should be available either in house or through outsourcing.

1.

Elcometer for measurement of thickness of paints.

2.

Steel measuring tapes duly calibrated.

3.

Ultrasonic flow detection testing facilities for checking internal flaws.

(xii)

Suitable Welding manipulator.

(xiii)

Macro etching/DP or MP testing facilities.

(xiv)

Tongue tester for measuring current and voltage.

(xv)

Gauges for checking weld size throat thickness and edge preparation etc. All equipments must meet the requirements of corresponding BIS or other International specification.
 

(xvi)

Manpower: Adequate No. of trained qualified welders shall be available with the tenderer. The welder must be trained in accordance with the provision of IS:817. They must be trained either from recognized welding institutes or by in house training, where proper training facilities exist. The welder must be tested as per requirements of IS:7310 and proper records maintained. The documents in support of the above should be submitted.
 

List of equipments mentioned above is only indicated and not exhaustive. The firm shall be required to deploy all other machineries, tools & plants etc. required for successful completion of the work of fabrication, assembly and launching of the girders. List of Plant & Machinery available on hand (own) and proposed to be inducted (own and hired to be given separately) for the subject work for its completion within the target date should be indicated by the tenderer.
 

Tenderer should submit Partnership Deed or other documents regarding the constitution of company and the list of works in hand.
 

6.

The time period mentioned in para 4 above, shall be reckoned from the date of opening of tender in question as originally advertised in the Newspaper. The extended date of opening, if any, shall not be taken into account for the purpose of counting the above period.
  

7.

Completion certificate of the work issued from Central Govt./State Govt./Central P.S.Us/State P.S.Us and other Government Agencies shall only be accepted in respect of directly awarded work by Central Govt./State Govt./Central P.S.Us/State P.S.Us and other Government Agencies, credential from Private Individuals shall not be accepted.
 

8.

Participation by Joint Venture (JV) firms is allowed. However, Conditions for bidding as Joint Venture (JV) and detailed participation criteria of JV firm have been indicated in the tender document.
 

9.

Purchase preference clause is not applicable.
 

10.

Price variation clause is applicable.
 

11.

Tender forms are available from the office of CAO/Con/E Rly., 14, Strand Road, (4th floor), Kolkata-700 001. Tender document embodying terms & conditions will be available from the Office of undersigned on and from 11-00 hrs. to 16-00 hrs. on any working 30 days day earlier to the date of opening to day before the opening after depositing the requisite cost of tender documents mentioned above with the Divisional Cashier (Con)/E.Rly, 3, Koilaghat Street, Kolkata-700 001 and receipt obtained should be deposited to the office of the undersigned.
 

Tender will  be received in the office of the undersigned 14, Strand Road, (4th floor), Kolkata-700 001, upto 12-00 hrs. on the date of opening indicated above and will be opened on the same day at 12-30 hrs. in presence of the tenderers or their representative, who wish to be present.
 

12.

The tender documents will also be available on Website "www.tendertimes.com"  which is hyperlinked with Eastern Railway's official website. This facility is available during the above-mentioned period and the same can be downloaded and used as tender documents for submitting the offer. This facility is available free of cost.
  

 

However, the Demand Draft (which should be drawn in f/o FA & CAO/Con/E.Rly/Kolkata) towards the cost of tender document as prescribed above will have to be enclosed alongwith the tender document while submitting the same. In case the offer is not accompanied with the valid demand draft for the cost of the tender document as detailed above, the tender will be summarily rejected.
 

In case the Tenderer wishes to obtain tender document by Regd Post, the cost of the tender document mentioned above plus a sum of Rs.500/- (Rupees five hundred) only should be sent by money order to the Divisional Cashier/Con/Eastern Railway, 3, Koilaghat Street, Kolkata-700 001. After receipt of the remittance, the undersigned shall send the tender documents by post to the Tenderer. The Railway takes no responsibility for delay, loss, damage or non-receipt of tender documents sent by post.
   

13.

The Tenderers are advised to visit the site of work and acquaint themselves with the conditions and expected quantum of work in their own interest before submitting their offer. For this, the tenderer should contact Dy CE/Con/Jubilee Bridge in the office of Chief Administrative Officer (Con), Eastern Railway, Kolkata.
                

14.

The tender must be accompanied with the prescribed amount of Earnest Money as mentioned above in acceptable form as mentioned in the tender documents. Adjustment of Earnest Money submitted with earlier tender or accepted tender shall not be done and tender received without prescribed Earnest Money will be liable to be summarily rejected.
     

15.

Tenders complete in all respects and with all documents as stated above should be deposited in the tender box kept in the office of the Chief Admn. Officer/Con/Eastern Railway, 4th floor 14 Strand Road, Kolkata- 700001.
           

16.

The tender will be received in the office of the undersigned upto 12.00 Hrs. on the date of opening indicated above and opened on the same day at 12.30 Hrs. in presence of the Tenderers or their authorized representative, who wish to remain present. Tenders duly sealed in the prescribed manner as above can also be sent through registered post so as to reach in this office not later than 12:00 hrs on the aforesaid date.
        

17.

In case the date of opening mentioned above is declared holiday/Strike/Bandh, on any account, the opening of tender will be done in accordance to the conditions laid in the tender document.
              

18.

Tenderer are advised to go through the newspapers/website to ascertain whether any corrigendum is issued against this notice earlier to the date of opening.
 

Tenderers who have downloaded tender document should also check the website for the above. If any offer is received in downloaded Tender Document without incorporating the corrigendum, if any, issued subsequently after hosting the original notice/ Tender document, it will be presumed that the tenderer have gone through the latest corrigendum, if any.
 

19.

If the tenderer/s deliberately gives wrong information / whose credentials / documents in his / their tenders and thereby create (s) circumstances for acceptance of his / their tender. Railway reserves the right to reject such tender at any stage, besides, shall suspend the Business for one year.
  

20.

Construction workers cess @ 1% of the cost of construction work will be deducted from the bill of the contractor. Cost of materials supplied under separate item shall be outside the purview of the cess.
  

21.

Payments will be remitted through EFT . The Tenderer is required to declared Bank details and A/C No. etc. in the Tender Form.
     

22.

Railway reserves its right to either cancel the tender or reject any or all the tenders without assigning any reason thereof.
