The scope of work is indicative only. Detailed scope has been described in tender documents. However, details can be collected from the office of the undersigned.
          

3.

Eligibility Criteria:

Eligibility Criteria for participation in the tender are indicated below. Tenderer should go through this eligibility criteria before purchasing the tender documents.
    

3.1

a)

Tenderer should have completed at least one work of similar nature for a minimum value of three  previous financial years. Similar nature means 'Civil works, fabrication & erection of steel works, road carpeting'. Tenderer has to produce supportive documents/certificates from the Organization with whom they have worked along with tender offer. If part works has/have been commissioned and is/are under use, the amount with respect to that/those portion of commissioned work can be considered as qualifying amount against the above certificate. Certificates from private individuals for whom such works are executed shall not be accepted. 
                 

b)

Total contract amount received by the Tenderer during the last three financial years and in the current financial year should be a minimum of 150% of advertised tender value. Tenderer has to produce attested certificate from the Employer/Client and audited balance sheet duly certified by the Chartered Accountant etc. along with the tender offer.
      

3.2

The three years' period, mentioned in Para 3.1 (a) & (b) above shall be reckoned from the date of opening of tender in question as originally advertised in the News Paper. The extended date of opening, if any shall not be taken into account for the purpose of counting the above period of three years.
     

4.

Tender documents (Not transferable) embodying terms and conditions may be obtained from the following offices on and from 01.08.08 between 11 hrs. to 16.00 hrs. upto a working day earlier to the date of opening.
                 

(A)

Office of the Dy.Chief Engineer/Con/II/E.Rly/Sealdah, RMS Building, 3^rd Floor, Kolkata -700014. 
                

(B)

Office of the Chief Administrative Officer/Con/E.Rly/Kolkata.
           

For purchasing tender documents, the cost of tender documents as mentioned above should be deposited with Divisional Cashier/Con/E.Rly/Kolkata, 3-Koilaghat Street, Kolkata-1 between 11.00 hrs. and 14.00 hrs. and receipt obtained which should be deposited to the offices mentioned under ‘A, B’ above for obtaining the set of tender documents.

Tender document will also be available on website "www.tendertimes.com". During the above mentioned period and the same can be downloaded and used as tender document for submitting the offer. This facility is available free of cost. However, Demand Draft (should be drawn in favour of FA & CAO(Con)/E.Railway/Kolkata) towards the cost of tender document as prescribed above will have to be enclosed along with the tender document while submitting the same in case the offer is not accompanied with the valid Demand Draft for the cost of tender document as detailed above the tender will summarily be rejected.
        

In case the tenderer wishes to obtain the tender documents by post, the cost of tender documents mentioned above, plus (+) a sum of Rs.500/- (Five hundred) only, for each set should be sent by Money Order to Divisional Cashier/Con/E.Rly. 3-Koilaghat Street, Kolkata-1. After receipt of the remittance, the undersigned shall send the tender documents by post to the Tenderer. The Railway takes no responsibility for delay, loss or non-receipt of Tender documents sent by post.

The tenderers are advised to visit the site of work and acquaint themselves with site conditions and expected quantum of work in their own interest. The tender must be accompanied by prescribed amount of Earnest Money as mentioned above in acceptable forms as mentioned in the tender documents. Adjustment of Earnest Money submitted with earlier tender of recovery from outstanding bills for Earnest Money will not be accepted and tenders without prescribed Earnest Money will be liable to be summarily rejected.

Tenders complete in all respect and all documents as stated above should be deposited in the tender box kept in the offices mentioned below.

The tender will be received in the offices as marked 'A' i.e. Dy.CE/Con/II/E.Rly/SDAH on and from 12.08.08 between 11.00 hrs. to 16.00 hrs. till 14.00 hrs. on the date of opening as indicated above and in the office marked as 'B' i.e. CAO/Con/E.Rly/Kolkata only on the date of opening as indicated above between 11.00 hrs. to 14.00 hrs. Tenders duly sealed in the prescribed manner as above can also be sent through registered post so as to reach in the office marked 'A' above not later than 14.00 hrs. on the date of opening.
         

All the tender dropped in different offices A & B will be opened on the date of opening at 16.00 hrs. in the office marked as 'A' i.e. Dy.CE/Con/II/E.Rly/Sealdah at RMS Building, 3^rd Floor, Kolkata - 14 in the presence of the tenderers or their authorized representatives who may wish to remain present.
    

9.

In case the date of opening mentioned above declared holiday or bund, on any account the said date automatically be substitute by the next working day.
    

10.

The Railway reserves the right to either cancel the tender or reject all the tenders without assigning any reason thereof. 
    

11.

Joint venture firms are not permitted to participate in this tender. Such offer, if submitted, will not be entertained at all.
 

12.

If the tender/s deliberately gives wrong information/whose credentials/documents in his/their tenders and thereby create(s) circumstances for acceptance of his/their tender. Railway reserves the right to reject such tender at any stage, besides, shall suspend the Business for one year.
 

13.

Construction workers cess @ 1% of the cost of construction work will be deducted from the bill of the contractor. Cost of materials supplied under separate item shall be outside the purview of the cess.
  

14.

Payment will be remitted through EFT. The tenderer is required to declare bank details and A/C No. etc. in the tender Form.
  

15.
