TENDER NOTICE NO. HWH-I/08 of 2008-2009 (Open)

1.

Sealed Open Tenders are invited for and on behalf of the President of India from reputed Contractors with sufficient experience in execution of such type of work and financial capability including those registered with Railway / Irrigation / CPWD / SEB / MES or any other public sector undertaking for the following work :-

The scope of work is indicative only. Detailed scope of work is available in the Tender Documents.
   

3.

Eligibility Criteria for participation in the tender are indicated below. Tenderer should go through this eligibility criteria before purchasing the tender documents.
  

3.1

(a)

Tenderer should have completed at least one work of similar nature for a minimum value of 35% of advertised tender value of work in the last three financial years (i.e. current year and three previous financial years). Similar nature means execution of road works.  Tenderer has to produce supportive documents/certificates from the Organization with whom they have worked along with the tender offer. If part works has/have been commissioned and is/are under use, the amount with respect to that/those portions of commissioned works can be considered as qualifying amount against the above certificate. Certificates from private individuals for whom such works are executed shall not be accepted.
   

 

(b)

Total contract amount received by the Tenderer during the last three financial years and in the current financial year should be a minimum of 150% of advertised tender value. Tenderer has to produce attested certificate from the Employer/Client and audited Balance Sheet duly certified by the Chartered Accountant etc. along with the tender offer.
   

3.2

The three years period, mentioned in Para 3.1(a) & 3.1 (b) above shall be reckoned from the date of opening of tender in question as originally advertised in the Newspaper. The extended date of opening, if any, shall not be taken into account for the purpose of counting the above period of three years.
   

4.

If the tenderer(s) deliberately gives wrong information/whose credentials/documents in his/their tenders and thereby create(s) circumstances for acceptance of his/their tender Railway reserves the right to reject such tender at any stage, besides shall suspend the business for 1 (One) Year.
   

5.

Joint venture firms are not permitted to participate in this tender. Such Offer if submitted will not be entertained at all.
   

6.

Tender Documents (not transferable) embodying Terms and Conditions can be obtained from the Office of the undersigned on and from 15 (fifteen) days prior to the date of opening between 11-00 hrs. & 16-00 hrs. up to a working day earlier to the Date of Opening. For purchasing Tender Documents, the cost of the Tender Documents, as mentioned above should be deposited with the Sr. Divisional Cashier (Con), Eastern Railway, 3, Koilaghat Street, (Ground Floor), Kolkata- 700 001 between 11-00 hrs. & 14-00 hrs. and receipt obtained which should be deposited to the office of the undersigned towards the set of Tender Documents.

The Tender Documents will also be available on Website "www.tendertimes.com". This facility is available during  above - mentioned period and the same can be downloaded and used as Tender Documents for submitting the offer. This facility is available free of cost. However the Demand Draft (Which should be drawn in favour of F.A. & C.A.O./Con/Eastern Railway/Kolkata) towards the cost of Tender Document, as prescribed above will have to be enclosed along with the Tender Document, while submitting the same. In case the offer is not accompanied with the valid Demand Draft towards the cost of the Tender Document, as detailed above, the tender will be summarily rejected.

In case the Tenderer wishes to obtain Tender Documents by Post, the cost of the Tender Documents, mentioned above plus (+) a sum of Rs.500/- (Rupees five hundred) only should be sent by Money Order to the Sr. Divisional Cashier (Con), Eastern Railway, 3, Koilaghat Street, (Ground Floor), Kolkata-700 001. After receipt of the remittance, the undersigned shall send the Tender Documents by Post to the Tenderer. The Railway takes no responsibility for delay, loss, damage or non-receipt of the Tender Documents, sent by Post.
   

9.

The Tenderers are advised to visit the site of work and acquaint themselves with the conditions and expected quantum of work in their own interest. The tender must be accompanied with prescribed amount of Earnest Money as mentioned above in acceptable form as mentioned in the Tender Documents. Adjustment of Earnest Money submitted with earlier Tender or accepted Tender or recovery from outstanding bills for Earnest Money shall not be done and Tender received without prescribed Earnest Money will be liable to be summarily rejected.
   

10.

Tenders completed in all respects and with all documents as stated above should be deposited in the Tender Box kept in the office of the Dy. Chief Engineer (Con)-I, Eastern Railway, Howrah, Ghat East Shed, Ground Floor of A.P.S. Building, Howrah - 711 101.
  

11.

The tenders will be received in the office of the undersigned up to 12.00 hrs. on the Date of Opening indicated above and will be opened on the same day at 12.30 hrs. in presence of the Tenderers or their authorized representative, who wish to remain present. Tenders duly sealed in the prescribed manner as above can also be sent through Registered Post so as to reach in this office not later than 12-00 hrs. on the aforesaid date.
   

12.

Construction of workers cess @ 1% of the cost of construction work will be deducted from the bill of the contractor. Cost of materials supplied under separate item shall be outside the purview of the cess.
   

13.

Payment will be remitted through EFT. The Tenderer is required to declare Bank details and A/C No etc. in the Tender form.
  

14.

In case the Date of Opening mentioned above declared Holiday or Bandh on any account the said date shall automatically be substituted by the next working day.
   

15.

Railway reserves its right to either cancel the Tender or reject one or all the Tenders without assigning any reason thereof.
