2.

Detail Scope of Work is available in the Tender Document. Eligibility Criteria for participation in Tender are indicated below. Tenderers should go through this eligibility criteria before purchasing the Tender Document.
   

3.1(a)

For Serial no. 1 & 2 Tenderer should have complete at least one work of similar nature for a minimum value of 35% of the advertised tender value of work in last three financial years i.e. Current year and 3 (Three) previous financial years. Similar nature of works Tenderer has to produce supporting documents/ certificates from the organization with whom they have worked along with the tender offer. If part works has/have been commissioned and is/are under used, the amount with respect to that/those portions of commissioned works can be considered as qualifying amount against the above certificate. Certificates from Private individual for whom such works are executed will not be considered.
   

3.1(b)

For Serial no. 1 & 2 contract amount received by the Tenderer during last three financial years and in the current financial year should be minimum 150% of the advertised tender value. Tenderer has to produce attested certificate from the employer/ client audited balance sheet duly certified by the Chartered Accountant etc. along with the Tender Offer.
  

3.1(c)

For Serial no. 3 there is no eligibility criteria as such prescribed but the Tenderer should have executed at least one work of Rs. 1,00,000/- from any Government Organization within last 5 years.
   

3.2

Three year period mentioned in the above Para shall be reckoned from the date of opening of the Tender in question as originally advertised in Newspapers. The extended date of opening, if any, shall not be taken in to account for the purpose of counting the above period of three years.

Tender Document (Non-transferable) embodying terms and conditions can be obtained from the following offices on and from 25 th July, 2008 between 11.00 Hrs. to 16.00 Hrs . up to a working day earlier to the date of opening of the Tender.

Office of the Deputy Chief Engineer (Construction)-III, Eastern Railway, Sealdah, 3 rd Floor, Pay & RMS Building, Sealdah, Kolkata-700 014
   

(B)

Office of the Chief Administrative Officer (Construction), Eastern Railway, Kolkata, 4 th Floor, 14, Strand Road, Kolkata 700 001.
   

For purchasing Tender Document, the cost of the tender document as mentioned above should be deposited with the Divisional Cashier (Construction),Eastern Railway, Kolkata; 3, Koilaghata Street, Kolkata 700 001. between 11.00 Hrs. and 14.00 Hrs. and receipt obtained should be deposited to the offices mentioned under ‘A’ or ‘B’ above in this Para for obtaining the set of Tender Document.

The Tender Notice/Document will also be available on Website "www.tendertimes.com". This facility is available during the above mentioned period and the same can be downloaded and used as Tender Document for submitting the offer. This facility is available free of cost. However, the Demand Draft, should be drawn in favour of FA & CAO/Con/Eastern Railway/Kolkata, towards the cost of the Tender Document as prescribed above will have to be enclosed along with the Tender Document while submitting the same. In case the offer is not accompanied with the valid demand draft for the cost of the Tender Document as detailed above, the Tender will be summarily rejected.
    

In case the Tenderer wishes to obtain tender document by post, the cost of the tender document mentioned above plus (+) a sum of Rs. 500/- (Rupees Five Hundred) only for each set should be sent by Money Order to Divisional Cashier(Construction), Eastern Railway, 3, Koilaghata Street, Kolkata-700001. After receipt of the remittance, the undersigned shall send the tender document by post to the Tenderer. The Railway takes no responsibility for delay, loss or non-receipt of tender document sent by Post.

The Tenderers are advised to visit the site of work and acquaint themselves with site conditions and expected quantum of works in their own interest before submitting their offer. For this, Tenderer may contact Deputy Chief Engineer (Construction)-III, Eastern Railway, Sealdah at his office at 3 rd Floor, Pay & RMS Building, Sealdah, Kolkata-700 014

The Tender must be accompanied by prescribed amount of Earnest Money as mentioned above in acceptable form as mentioned in the tender documents. Adjustment of Earnest Money submitted with earlier tender of recovery from outstanding bills for Earnest Money will not be accepted and the Tenders without prescribed Earnest Money will be liable to be summarily rejected.

Tenders completed in all respect along with all required documents as stated above should be deposited in the Tender Box for this Tender kept in the office of The Deputy Chief Engineer (Construction)-III, Eastern Railway, Sealdah, 3 rd Floor, Pay & RMS Building, Sealdah, Kolkata-700 014 on and from 1 ^st August, 2008 in between 11.00 Hrs. to 16.00 Hrs . up to a working day earlier to the date of opening of the Tender and in between 11.00 Hrs. to 14.00Hrs. on the date of opening of the Tender. The Tender Document may also be deposited in the Tender Box for this Tender kept in the Office of The Chief Administrative Officer ( Construction), Eastern Railway, Kolkata 4 th Floor, 14, Strand Road, Kolkata 700 001. only on the date of opening of the Tender in between 11.00 Hrs. and 14.00 Hrs.

All the Tenders deposited at different offices will be opened on 8 th August, 2008 at 16.00Hrs. in the office of The Deputy Chief Engineer (Construction)-III, Eastern Railway, Sealdah, 3 rd Floor, Pay & RMS Building, Sealdah, Kolkata-700 014. in presence of Tenderers or their authorized representatives who may wish to be present.

In case the date of Opening mentioned above declared Holiday or bundh, on any account the said date shall automatically be substituted by the next working day.
   

11.

If the Tenderer(s) deliberately gives wrong information/whose credentials/ documents in his/their tenders and thereby create(s) circumstances for acceptance of his/their offer, Railway reserves the right to reject such tender at any stage, besides, shall suspend the Business for one year.
   

12.

Payment will be remitted through EFT (Electronic Fund Transfer). The Tenderer(s) is/are requested to declare the Bank Details and Bank Account Numbers etc. in the Tender form.
   

13.

Construction workers cess @ 1% of the cost of construction work will be deducted from the bill of the contractor. Cost of Materials supplied under separate item shall be outside the purview of this cess.
   

14.

Railway reserves its right to either cancel the Tender or reject any or all the Tenders without assigning any reason thereof.
   

15.

Joint venture firms are not permitted to participate in this Tender. Such offer, if submitted, will not be entertained at all.
