Detail scope of work is available in
the tender documents.

3. |
Eligibility criteria for participation in
tender are indicated below. Tenderer should go through this
eligibility criteria before purchasing the tender documents.

3.1
|
(a)
|
Tenderer should have completed
at least one work of similar nature for a minimum value of 35% of
advertised tender value of work in the last three financial years
(i.e. current year and three previous financial years). Similar
nature of work means: Execution of building works.
|
|
|
|
Tenderer has to produce supportive
documents/certificates from the organisation for whom they have
worked along with the tender offer. If part works has/have been
commissioned and is/are under use, the amount with respect to
that/those portion of commissioned works can be considered as
qualifying amount against the above certificate. Certificates from
private individual for whom such work are executed shall not be
accepted.

(b)
|
Total contract amount received by the
tenderer during last 3 financial years and in the current financial
year should be a minimum of 150% of advertised tender value.
Tenderer has to produce attested certificate from the
employer/client, audited balance sheet duly certified by the
chartered accountant etc. along with the tender offer.

3.2
|
The 3 years period mentioned in paras
3.1(a) & (b) shall be reckoned from the date of opening of tender in
question as originally advertised in the Newspaper. The extended
date of opening, if any, shall not be taken into account for the
purpose of counting the above period of 3 years.

Tender documents (Non-transferable)
embodying terms and conditions can be obtained from the following office
on and from 25.08.2008 between 11.00 hrs. to 16.00 hrs. up to a
working day earlier to the date of opening.

|
For purchasing tender document, the cost of
the tender document as mentioned above should be deposited with the
Divisional Cashier/Con/E.Rly/3, Koilaghat Street, Kolkata-700001, between
11.00 hrs. and 14.00 hrs. and receipt obtained should be deposited towards
the set of tender documents.
|

The tender notice/documents will also be
available on Website "www.tendertimes.com". This facility is available
during the above-mentioned period and the same can be downloaded and used
as tender documents for submitting the offer. This facility is available
free of cost.
|
|
|
However, the Demand Draft (Which should be
drawn in f/o FA&CAO/Con/ERly/Kolkata) towards the cost of tender document
as prescribed above will have to be enclosed along with the tender
document while submitting the same. In case the offer is not accompanied
with the valid demand draft for the cost of the tender document as
detailed above, the tender will be summarily rejected.

In case the tenderer wishes to obtain tender
document by Registered post, the cost of the tender document mentioned
above plus a sum of Rs. 500/- (Rupees five hundred) only should be sent by
money order to the Divisional Cashier/Con/Eastern Railway, 3, Koilaghat
Street, Kolkata-700 001. After receipt of the remittance, the undersigned
shall send the tender documents by post to the Tenderer. The Railway takes
no responsibility for delay, loss, damage or non-receipt of tender
documents sent by post.

The tenderers are advised to visit the
site of work and acquaint themselves with the conditions and
expected quantum of works in their own interest before submitting
their offer. For this, tenderer should contract DY. CE/CON/I/SEALDAH
at his office at Sealdah.
|
|
7.
|
The tender must be accompanied by
prescribed amount of Earnest Money as mentioned above in acceptable
form as mentioned in the tender documents. Adjustment of Earnest
Money submitted with earlier tender or accepted tender shall not be
done and tenders received without prescribed Earnest Money will be
liable to be summarily rejected.

Tenders complete in all respects and
with all documents as stated above should be deposited in the tender
box kept in the office of Dy. Chief Engineer(Con)/I/E.Rly/Sealdah,
Pay & R.M.S. Office Building, 2nd floor, Sealdah,
Kolkata-700 014.

|
Tender duly sealed in the prescribed manner
as above can also be sent through registered post so as to reach in the
office i.e. office of the Dy.Chief Engineer(Con)/I/E.Rly/Sealdah, Pay &
R.M.S. Office Building, 2nd floor, Sealdah, Kolkata-700 014 not
later than 12-00 hrs. on the date of opening.

The tenders dropped in the different
offices will be opened on the same day i.e. 10.09.2008 at 12-30 hrs.
in the office of Dy. Chief Engineer(Con)/I/E.Rly./Sealdah at RMS building,
2nd floor, Kolkata-700 014 in the presence of the tenderers or
their authorised representatives who may wish to remain present.

In case the date of opening mentioned above
declared holiday, on any account the said date shall automatically be
substituted by the next working day. However, if the date of opening is
declared as bandh/strike etc. the tender will be done in accordance to the
condition laid in the tender document.
|
|
11. |
Construction workers cess @ 1% of the cost
of construction work will be deducted from the bill of the contractor.
Cost of materials supplied under separate item shall be outside the
purview of the cess.
|
|
12. |
If the tenderer/s deliberately gives wrong
information/whose credential/documents in his/their tenders and thereby
create(s) circumstances for acceptance of his/their tender. Railway
reserves the right to reject to such tender at any stage, besides, shall
suspend the business for one year.
|
|
13. |
Joints venture firms are
not permitted to participate in this tender. Such offer, if submitted,
will not be entertained at all.
|
|
14. |
Payment will be remitted through EFT.
The tenderer is required to declare the bank details and A/C no etc. in
the tender form.
|
|
15. |
Railway reserves its right to either cancel
the tender or rejects any or all the tenders without assigning any reason
thereof.
|
