| Tender
Forms will be available from the offices of the Senior Divisional
Engineer / Cordn, Eastern Railway, Malda, Principal Chief
Engineer, Eastern Railway, 17, N.S.Road, Kolkata-700 001 and
Assistant Engineer, Eastern Railway, Sahibganj on production
of Money Receipt for the amount mentioned above, to be deposited
with the Sr.Divisional Cashier, Eastern Railway, Malda or
Chief Cashier, Eastern Railway, Kolkata or Booking Office
Eastern Railway, Sahibganj on any working day between 10.00
hours to 16.00 hours w.e.f. 28.05.08 to 12.06.08.

The tenderer, who wishes to obtain the prescribed
form by Post, should send cost thereof plus a sum of Rs.500/-
(Rupees five hundred) by Money Order [drawn
in favour of FA & CAO / Eastern Railway/Kolkata]
to
the Chief
Cashier, Eastern Railway, Kolkata or Sr.Divisional Cashier,
Eastern Railway, Malda Town or Booking Office at Sahibganj.
The prescribed form shall be sent only on receipt of the remittance.
However, the Railway takes no responsibility for delay, loss,
damage or non-receipt thereof. If any plan/ drawing is attached
with the tender form Rs. 200/- per plan/ drawing will be levied
extra.

The tender document will be available in Eastern
Railway’s Website (www.easternrailway.gov.in)
& also on Website (www.tendertimes.com)
and the same can be downloaded and used as tender document
for submitting the offer. This facility is available free
of cost. However, the demand draft [drawn in favour of FA
& CAO / Eastern Railway/Kolkata] for amount equivalent
to the cost of tender document for each work stated above
will have to be enclosed while submitting tender. Otherwise
the tender will be summarily rejected.

Railway administration will not be responsible
for any delay / difficulties / inaccessibility of downloading
facilities for any reason whatsoever. In case of any discrepancy
between the tender documents downloaded from the Internet
and the master copy available in the offices mentioned herein
above of this notice, the later shall prevail and will be
binding on the tenderer(s). No claim on this account will
be entertained under any circumstances.

On the last date of selling i.e. on 12.06.08,
tender box will be available at AEN/ SBG office. Intended
tenderer may drop their tender at the box up to 16.00 Hrs
on 12.06.08. The tender box will be sealed at 16.00 Hrs
& will be brought to Divisional office and will be opened
along with the tender box kept at Divisional office at 15.00
Hrs on 13.06.08.

On the opening date of tender i.e. on 13.06.08,
prescribed tender box will be available in the office of the
Sr.Divisional Engineer/Co-ordination, Eastern Railway, Malda.
Sealed tenders will be received upto 14.00 hours on the opening
date of tender into the prescribed tender box. However, anybody
who wishes to drop/submit their tender before the date of
opening, may also submit their sealed envelop in the office
of Sr.DEN/C on any working day between 11.00 hours to 16.00
hours from next day to the day of commencement of selling
the tender document and will be continued till 12.06.2008.
Tender will be opened at 15.00 hours on 13.06.2008.

In case of last day of tender receiving / opening
day is declared as holiday due to any reason, the tender box
will be closed and tender shall be opened at the same time
on the subsequent working day thereafter.
|
|
The tender must be submitted alongwith the
prescribed amount of Earnest Money [drawn in favour of FA
& CAO/Eastern Railway/Kolkata] in any acceptable form
as mentioned in the tender document. Facility of standing
deposit of earnest money [i.e. facility in case of dropping
the tender without depositing of earnest money initially alongwith
the individual tender] is dispensed herewith for all tenderers.
Therefore, the tender received without requisite earnest money
alongwith the tender will not be considered valid.
|

The tenderers are also requested to visit the
site of work before submitting the tenders to acquaint themselves
with the prevailing site conditions, availability of labour,
materials, transport facilities etc. and it will be presumed
by the Railway that the tenderers have quoted rates considering
all the prevailing site conditions.
|
|
The successful tenderer (s) must have submit
a performance guarantee in the form of an irrevocable
bank guarantee or any of the form (as per Clause-36.0 of Chapter-V
in tender document) for an amount to 5% of the contract value
after issue of the letter of acceptance but before signing
of the contract agreement and the same should be valid upto
the expiry of the maintenance period of contract.
|
|
The tenderer for carrying out construction
work in West Bengal must get themselves registered
from the Registering officer under Section-7 of the building
and other construction workers (Regulation of Employment and
Condition of Service) Act, 1966 and Rules made thereto by
the Govt. of West Bengal. The tenderer shall be required to
submit certificate of Registration issued from the Registering
Officer of the Govt. of West Bengal (Labour Department). For
enactment of this act, the tenderer shall be required to pay
cess @1% of cost of Construction work to be deducted from
each bill. Cost of materials shall be outside the purview
of cess, when supplied under a separate schedule item.

| Eligibility
Criteria:
|
| (1)
|
The stipulation of minimum technical eligibility
criteria will be applicable for tender costing above Rs. 10.00
Lakh.
|
| |
a)
|
The tenderer should have completed in last
three financial years (i.e. current year and three previous
financial years) at least one similar single work, for a minimum
value of 35% of advertised tender value of work.
|
| |
b)
|
Total contract amount received during the last
three financial years and in the current financial year should
be a minimum of 150% of advertised tender value. The tenderer
should submit attested certificate from the employer / client,
audited balance sheet duly certified by the Chartered Accountant.
|
| |
|
i)
|
Similar nature of work physically completed
within the qualifying period i.e. the last 3 financial years
and current financial year (even though the work might have
commenced before the qualifying period) should only be considered
in evaluating the eligibility criteria.
|
| |
|
ii)
|
The total value of similar nature of works
completed during the qualifying period, and not the payments
received within qualifying period alone, should be considered.
|
| |
|
|
In case, the final bill of similar nature of
works has not been passed and final measurements have not
been recorded, the paid amount including statutory deduction
is to be considered. If
final measurements have been recorded and work has been completed
with negative variation, then also the paid amount including
statutory deduction is to be considered.
|
| |
|
|
However, if final measurements have been recorded
and work has been completed with positive variation but variation
has not been sanctioned, original agreement value or last
sanctioned agreement value whichever is lower should be considered
for judging eligibility.
|
| |
|
iii)
|
In case of composite works involving combination
of different works even separate completed works of required
value should be considered while evaluating the eligibility
criteria. [Amended (i) to (iii) above in terms of Bd’s letter
No.94/CE-I/CT/4 dated New Delhi, 23.11.06].

|
The following documents should be submitted
alongwith the tenders: -

a)
|
List of Personnel, Organization available on
hand and proposed to be engaged for the subject work.
|
| |
b)
|
List of Plant & Machinery available on
hand (own) and proposed to be inducted (won and hired to be
given separately) for the subject work.
|
| |
c)
|
List of works completed in the last three financial
years giving description of work, organization for whom executed,
approximate value of contract at the time of award, date of
award and date of scheduled completion of work, date of actual
start, actual completion and final value of contract should
also be given.
|
| |
d)
|
List of works on hand indicating description
of works, contract value, approximate value of balance work
yet to be done and date of award.
|
| NOTE:
|
| i)
|
In case of items (c) and (d) above, supportive
documents / certificates from the Organizations with whom
they worked / are working should be enclosed.
|
| ii)
|
Certificates from private individuals for whom such works
are executed / being executed should not be accepted.
|
