Tender Forms will be available from the offices of the Sr. Divisional Engineer/Cordn./E.Rly., Malda,
Principal Chief Engineer, E.Rly., 17, N.S.Road, Kolkata-1 and Asstt. Engineer, E.Rly., Sahibganj on
production of Money Receipt [for amount stated above] obtained from Sr.Divisional Cashier, E.Rly.
Malda or Chief Cashier, E.Rly. Kolkata or Booking Office, E.Rly. Sahibganj on any working day between
11.00 hours to 16.00 hours w.e.f. 22.02.10 to
08.03.10.

The tenderer, who wishes to obtain the prescribed form by Post, should send cost thereof plus a sum
of Rs.500/- (Rs. five hundred) by Money Order [drawn in favour of FA & CAO / E.Rly./Kolkata] to the
Chief Cashier, E.Rly., Kolkata or Sr.Divisional Cashier, E.Rly., Malda Town or Booking Office at
Sahibganj. The prescribed form shall be sent only on receipt of the remittance. However, the Railway
takes no responsibility for delay, loss, damage or non-receipt thereof. If any plan/ drawing is attached
with the tender form Rs.200/- per plan/ drawing will be levied extra.

The tender document will also be available in Websites
(www.easternrailway.gov.in) & (www.tendertimes.com) and the same can be downloaded and used as tender document for
submitting the offer. This facility is available free of cost. However, the demand draft [drawn in favour
of FA & CAO/E.Rly./Kolkata] for the amount equivalent to the cost of each tender document stated
above will have to be enclosed while submitting tender, otherwise tender will be summarily rejected.

Railway administration will not be responsible for delay / difficulties / inaccessibility of downloading
facilities for any reason whatsoever. In case of any discrepancy between the tender documents
downloaded from the Internet and the master copy available in the offices mentioned herein above,
the later shall prevail and will be binding on the tenderer(s). No claim on this account will be
entertained under any circumstances.

Sealed tenders will be received upto 14.00 hours on the opening date of tender i.e. on
09.03.10 into
prescribed tender box available in the office of the Sr.DEN/C/E.Rly./Malda. However, anybody who
wishes to drop / submit their tender before the date of opening, may also submit their sealed envelop
in the office of Sr.DEN/C on any working day between 11.00 hours to 16.00 hours from next day to
the day of commencement of selling the tender document and will be continued till
08.03.10.Tender
will be opened at 15.00 hours on 09.03.10.

Besides, one tender box will also be kept in the office of Asstt.Engineer/Sahibganj on
08.03.10 and
the tenderers may drop the tender into that box upto 16.00 hours of
08.03.10 and thereafter the box
will be closed & sealed at 16.00 hours. The said tender box will be opened on
09.03.10 in the
divisional office simultaneously alongwith the tender box kept at DRM office /Malda.

In case of last day of tender receiving or opening day is declared as holiday/bandh due to any reason,
the tender box will be closed and tender shall be opened at the same time on the subsequent working
day thereafter.
|
|
The tender must be submitted alongwith the prescribed amount of Earnest Money [drawn in favour of
FA & CAO/E.Rly./Kolkata] in any acceptable form as mentioned in the tender document. Facility of
standing deposit of earnest money [i.e. facility in case of dropping the tender without depositing of
earnest money initially alongwith the individual tender] is dispensed herewith for all tenderers.
Therefore, the tender received without requisite earnest money alongwith the tender will not be
considered valid.

The tenderers are also requested to visit the site of work before submitting the tenders to acquaint
themselves with the prevailing site conditions, availability of labour, materials, transport facilities etc.
and it will be presumed by the Railway that the tenderers have quoted rates considering all the
prevailing site conditions.
|
|
The successful tenderer (s) must have submit a performance guarantee in the form of an irrevocable
bank guarantee or any of the form (as per Clause-36.1 of Chapter-V in tender document) for an
amount to 5% of the contract value after issue of the letter of acceptance but before signing of the
contract agreement and the same should be valid upto the expiry of the maintenance period of
contract. |

Eligibility
Criteria:
|
|
1) |
The stipulation of minimum technical eligibility criteria as given below will be applicable for the
tenders costing more than Rupees twenty lakhs.
|
|
a) |
The tenderer should have completed in last three financial years (i.e. current year and three
previous financial years) at least one similar [i.e. any Civil Engineering Works for Tender
No.74/09-10 and any earth Work for Tender No.75/09-10] single work for a minimum value of
35% of advertised tender value of work.
|
|
b)
|
Total contract amount received during the last three financial years and in the current financial
year should be a minimum of 150% of advertised tender value. The tenderer should submit
attested certificate from the employer / client, audited balance sheet duly certified by the
Chartered Accountant.
|
|
i)
|
Similar nature of work physically completed within the qualifying period i.e. the last 3 financial
years and current financial year (even though the work might have commenced before the
qualifying period) should only be considered in evaluating the eligibility criteria.
|
|
ii)
|
The total value of similar nature of works completed during the qualifying period, and not the
payments received within qualifying period alone, should be considered.
|
|
|
In case, the final bill of similar nature of works has not been passed and final measurement
have not been recorded, the paid amount including statutory deduction is to be considered. If
final measurements have been recorded and work has been completed with negative variation,
then also the paid amount including statutory deduction is to be considered.
|
|
|
However, if final measurements have been recorded and work has been completed with positive
variation but variation has not been sanctioned, original agreement value or last sanctioned
agreement value whichever is lower should be considered for judging eligibility.
|
|
iii)
|
In case of composite works involving combination of different works even separate completed
works of required value should be considered while evaluating the eligibility criteria. [Amended
(i) to (iii) above in terms of Bd’s letter No.94/CE-I/CT/4 dated New Delhi, 23.11.06].
|
|
2)
|
The following documents should be submitted alongwith the tenders: -
|
|
a)
|
List of Personnel, Organization available on hand and proposed to be engaged for the subject
work.
|
|
b)
|
List of Plant & Machinery available on hand (own) and proposed to be inducted (won and
hired to be given separately) for the subject work.
|
|
c)
|
List of works completed in the last three financial years giving description of work,
organization for whom executed, approximate value of contract at the time of award, date of
award and date of scheduled completion of work, date of actual start, actual completion and
final value of contract should also be given.
|
|
d)
|
List of works on hand indicating description of works, contract value, approximate value of
balance work yet to be done and date of award.
|
|
NOTE :
|
|
i)
|
In case of items (c) and (d) above, supportive documents / certificates from the Organizations
with whom they worked / are working should be enclosed.
|
|
ii)
|
Certificates from private individuals for whom such works are executed / being executed should
not be accepted.
|
|
