Tender
forms will be available from the office of the Sr. Divisional Engineer
(Co-ordination), Eastern Railway, Malda Town, and Office of the Principal
Chief Engineer, Eastern Railway, Fairlie Place, 17, N.S Road, Kolkata-1
on production of Money Receipt as indicated above, which is to be deposited
with the Divisional Cashier, Eastern Railway, Malda Town, and Dy. CAO
(C&P)/E.Railway, Kolkata on any working day between 10.00 hrs. to
16.00 hrs. with effect from
29.11.10 to 13.12.10. If any plan/Drawing is attached with the tender form,
Rs.200/- per plan/Drawing will be levied extra.

The
tenderer, who wishes to obtain the prescribed form by Post, should send cost
thereof plus a sum of Rs.500/- (Rupees five hundred) as postal
charge by Money Order to the Dy. Chief Accounts Officer (Cash &
Pay), Eastern Railway, Kolkata/ Divisional Cashier, Eastern Railway, Malda.
The prescribed form shall be sent only on receipt of the remittance.
However, the Railway takes no responsibility for delay, loss, damage
or non-receipt thereof.

The
tender document will also be available in Eastern Railway’s web site (www.easternrailway.gov.in)
during the above-mentioned period and the same can be down loaded and used
as tender document for submitting the offer. However, the demand draft for
amount equivalent to the cost of tender document for each stated above will
have to be enclosed while submitting tender. Otherwise the tender will be
summarily rejected.

Railway
administration will not be responsible for any
delay/difficulties/inaccessibility of down loading facilities for any reason
what so ever. In case of any discrepancy between the tender documents
downloaded from the internet and the master copy available in the offices
mentioned herein above of this notice, the later shall prevail and will be
binding on the tenderer (s). No claim on this account will be entertained
under any circumstances. Cost of tender from will not be refunded. No claim
in this regard will be entertained. The competent authority has reserved
full right to discharge the tender due to any reason.

The
sale of tender form will be closed at 16.00 hrs. on
13.12.10. Sealed tender
will be received on any working day upto 16.00 hrs.
from the next date after commencement of selling of tender
documents and will be continued till 14.00 hrs. on the
date of opening i.e. 14.12.10.
|

On
the opening day prescribed tender box will be available in the office of the
Sr.DEN/C. Any tenderer who wishes to drop their tender before the date of
opening, may deposit their sealed envelop in the office of Sr.DEN/C on any
working day between 10.00 hrs. to 16.00 hrs.
|
|
In
case the tender receiving day or the tender opening day is declared a
holiday due to any reason, the tender box shall be closed at the same time
on the next working day and shall be opened at the same time on the
subsequent working day thereafter. Sealed tender will be received upto 14.00
hrs. on the date of opening of tender and will be opened at 15.00 hrs. on
the same date in presence of available tenderers and Accounts
representative.

The
tender must be submitted along with the prescribed amount of Earnest Money
(drawn in favour of FA & CAO/Eastern Railway/Kolkata) in acceptable
form as mentioned in the tender documents. Tenders received without the
prescribed amount of Earnest Money is liable to be summarily rejected.
Tender form is not transferable. Tenderers are also requested to visit the
site of work before submitting the tender to acquaint themselves with the
prevailing site conditions, availability of labour, materials, transport
facilities etc and it will be presumed by the Railway that the tenderers
have quoted rates considering all the prevailing site conditions.

The
tender documents will also be available on Website www.tendertimes.com.
The same can be downloaded and used as tender documents for submitting the
offer. This facility is available free of cost. However, the Demand Draft
(drawn in f/o FA & CAO/E.Rly/Kolkata) towards the cost of tender
document as prescribed above will have to be enclosed along with the tender
document while submitting the same. In case the offer is not accompanied
with the valid demand draft for the cost of the tender document as detailed
above, the tender will be summarily rejected.

Successful
bidder should give a performance guarantee in the form of an irrevocable
bank guarantee /other forms as per clause 21.5 of tender document amount to
5% of the contract value before signing of the agreement and valid upto
expiry of the maintenance period.
|
Tenderers
are requested to fill up the MANDATE FORM enclosed in the
tender document.
|
Eligibility
Criteria as mentioned below will be applicable for tenders
value above Rs.20 Lakhs as above.
|
|
1)
|
The
tenderer should have completed in last three financial years (i.e. current
year and three previous financial years) at least one similar single work,
for a minimum value of 35% of advertised tender value of work.
|
|
2) |
Total
contract amount received during the last three financial years and in the
current financial year should be a minimum of 150% of advertised tender
value.
|
|
|
The
tenderer should submit attested certificate from the employer/client,
audited balance sheet duly certified by the Chartered Accountant.
|
|
|
Note
:
|
|
i) |
Similar
nature of works physically completed within the qualifying period i.e. the
last 3 financial years and current financial year (even though work might
have commenced before the qualifying period) should only be considered in
evaluating the eligibility criteria.
|
|
ii) |
The
total value of similar nature of works completed during the qualifying
period, and not the payments received within qualifying period alone, should
be considered
|
|
iii) |
In
case, the final bill of similar nature of works has not been passed and
final measurement have not been recorded, paid amount including statutory
deductions is to be considered if final
measurements have been recorded and work has been completed with negative
variation, then also the paid amount including statutory deduction is to be
considered.
|
|
|
However,
if final measurements have been recorded and work has been completed with
positive variation but variation has not been sanctioned, original agreement
value or last sanctioned agreement value whichever is lower should be
considered for judging eligibility.
|
|
iv) |
In case of composite
works involving combination of different works even separate Completed
works of required value should be considered while evaluating the
eligibility Criteria. (Amended (i), to (iii) in terms of Bd’s letter
No.94/CE-I/CT/4 dt. New Delhi 23.11.06.
|
|
v) |
Maintenance
period of the each work will be 03 (three) months from the date of
completion of the work.
|
